one of the issues that is a little bit now angeles right now and it deals with the court case, the comcast the case, net neutrality and the ftc. there is a provision in the house financial regulatory bill that would give the federal trade commission the power over the internet thus taking away from the fcc. what do you think about fed and did i interpret correctly? >> i don't know if it is taking the we were sharing. this is a huge infrastructure or ecosystem of information technology and a broadband that we are talking about. i don't think that anyone agency or office has a monopoly on addressing it. i think the ftc has things they should be doing and the fcc both agencies interested in their responsibilities. they both have jurisdictions. >> would you say the fcc jurisdiction has been lessened because of the court case? >> i think the fcc jurisdiction has been lessened by the horrendous policy decisions made back in 2002 and in 2005 which issued a kind of guilt institution to the courts to say you've done harm. >> jonathan make? >> a quick follow-up referring to the 2002, 2005 decision o

the purchase of nbc by comcast, and how you do these things.we are concerned because of the size of this purchase, and were concerned that this consolidation across comcast to own movie studios, internet, cable, broadband, you name it. and some of these mergers, they don't have any public hearings on. we work with the sec, and they did agree to extend a comment here. now what is your responsibility? >> well, we certainly look at these for their impact on competition, whether or not they are necessary consolidate things that should be separate. the justice department does not typically hold hearings, or does not hold hearings when we conduct our antitrust investigations. i understand the fcc perhaps has one or is playing to have one and that certainly i think is in there, for them to decide that the work of the justice department does is typically done in a nonpublic setting. >> would you be advantaged in any way if you had information from a public hearing from all kinds of production groups, people involved in media, about the lack of access t

. >> did the federal court decision on comcast -- some say that it effectively negates and net neutrality. -- negates net neutrality. does that affect your work? >> we want to make sure these are open networks and the remains steadfastly committed to doing that -- we remain steadfastly committed to doing that. >> how is it different been administrator of r.u.s. than a f.c.c.?oner at the >> this job is a lot harder. rather than being independent, i was a member of a board, deciding policy, but now i run this agency. we do over $13 billion in loans and grants, for all kinds of infrastructure. it is a big job with a lot of responsibility, both managerial and operational. the policy questions are large, but the management questions loom even larger in terms of my time. we need to have the right resources. i make operational decisions about how to process things, who is going to do what and how to get it done. it is very different from managing a large organization. it is different to be part of the executive branch. i have excellent secretary of agriculture that i work for in thomas vilsack.

i haven't mentioned the folks who have their hands on our brain, and that's like google, at&t, comcast news corporation. you know, just to sum this part of, i will turn to an outside expert, a guy named jim cramer whom some of you may know from msnbc. when the justice department a couple years back approved the whirlpool maytag merger that gave whirlpool 75% control over our washers and dryers and berries other things in our houses, this is what jim cramer said, if there was ever any doubt in your mind that we have a government of, by and for the corporations, if you thought for a second that we were not right back in the gilded age, if you had the least ounce of faith and our regulars to do the right thing, you should give that up right now. and then he went on it goes, on tv i play a guy who's just out to help you make money. but when you're not trying to get rich, feel free to get mad. so how did this happen? there's the simplest answer, simplest answer is that we were taught to see ourselves differently. for 200 years in this country, we saw ourselves as citizens for most. and what

unlike comcast and nbc, which has a number of other agencies, it appears that the department of justicein this instance may be the overriding agency. thquestion becomes to we have a concept the merger that represents too big to fail, are there major impact competitiveness routes involved and do we hold to the comments made by one of the ceo's that this is in essence an easy do, a piece of cake, and will be done in a certain period of time. closing routes, closi hubs, losing jobs. my direct question to you is the justice department is going to be guided by public statements as a piece of cake, guided by comment that it is an illinois deal and they will look the other way and will they be guided by the fact that the star alliance, which you also reviewed, was supposed to represent making these entities strong enough to stand on their own. maybe it was a step toward monopoly. what will be the structure be of that investigation and was you finish it in two months? >> we have a revitalized antitrust division headed by a very capable woman. whenever a proposed transaction raises significant c
