my name is jackie bryson and i am here to commend two officers out of our tender loin station as well as captain turner since he is the commander and the commander sets the tone for the entire station. and i have to put my positive spin on these, because, if you were just to be the facts, you may think, oh, it is a criticism, it should have gone differently, but it turned out okay. i went into the tender loin station on january 26th, to file a police report and the officer who was behind the counter was new to that station. and they had not shown him where all of the forms were and so he could not find the interview form that i needed to fill out. he tore that front counter area apart, looking for the form. and he could not find that form, but he did find incident reports forms and he said that i know this is the wrong form, but please fill this out. and so, for officer david lee

and i really commend supervisor chui and his staff and so i, am active in my home owner's association. and there is a lot of factual misinformation about the legislation making the rounds, formally. and so, what i worry about, so just my, anecdotal information of what is happening in my neighborhood is that my neighborhood there is a market demographic in the last ten years with a lot of chinese families moving in that have in-laws unit and they are the cultural preference too and or that they live with us too however, i think that, i know that there are some folks that are having the differences in culture in terms of land use patterns and i am wondering what kind of education that we are going to do about this, and because i think that this is a really positive thing for this city, and i think that it is adapting, to our modern land use patterns, and also, it is environmentally, more sustainable, than some of the land use patterns that we have had in the past and so, i am wondering what kind of out reach, we are going to do in particularly, non-english speaking communities to allow

i want to commend the capital planning committee and commend brian strong who's here, who does a fantastic job on that committee. i'm very supportive of this very important bond. with that said, we are ultimately the policymakers who need to make decisions about the capital needs and financing those needs and one of the unfortunate items deficiencies of our capital plan is that class of very important municipal assets is missing, and that is our streetlight system. as you know over the last year and a half, i have called for two separate hearings on our streetlight challenges and you all -- many of you have cosponsored that hearing. we know that throughout our city, we have huge problems in terms of reliability of street lights. these are classic capital assets that this city has neglected for many, many years. our streetlight system has huge capital renovation needs and we have neglected those needs. the pfc we learned at our last hearing, spends approximately $250,000 a year on the maintenance capital needs of the 25,000 streetlights that it owns. that is not acceptable. we also know tha

we don't want to rest for a minute when it comes to safety, but i think it is commendable that our teams are working safely in the field. we've also completed 150 out of 180 shut downs and as you have heard in the past, every shutdown that we complete is another incremental portion of risk that is reduced in the program. so it's great to see the numbers shut downs coming down in the program. finally not listed on the slide is the in fact we did complete the new tunnel last fall in the reporting quarter. that is a tremendous accomplishment and significantly reduces the risk on that project going forward. now, we do have a cost trend that is somewhat disturbing and i want to just point out that there are several projects that are causing this forecast of about $40.4 million over the approved baseline of $4.6 billion. these recent increases are due to four projects of . there is the alameda creek project and an advance of $4.2 million on that project t reason the ground water storage has a recovery program of the approved budget and the new tunnel project has a forecast of $90 million. that

. >> i want to commend the staff for putting both the historical and the future projections in one presentation. i know it was a lot of work and a lot of time but i think it's good to see the two side by side and i think there is a lot of insight that we do see. a couple things, one we've already talked about, in the future i think it would be useful to have an operating cash flow for the period historic and going forward because i think we can see cash is increasing versus the fact net income on an accrual bases is declining. that's one thing to watch as well. i guess i, if we've talked a little bit, the key thing in these forecasts is really understanding the assumptions that go into it and i guess i would hope that we could also list out at any future presentation some variables to the projection so we can understand exactly what the sensitivity of those assumptions are and in this and the real estate revenue, i think the question i had is whether, how granular we were able to do the analysis versus a cpi increase of rental rates because at this point the trend line of the exact the expenses
