i am in a quandry on being on the same side of the chamber of commerce jim, and i am usually never agreeing with the chamber. but, this legislation really bothers me. and it is called the family friendly workplace, legislation and that bothers me to come out against it. and we are a family, friendly workplace because every person that we hire and talk to and work with, and there is a lot of young people and a lot of single mothers, we know their schedule and they have the right to ask, because we are comfortable with our employees. we have 65 employees. and that should not change it by 65 employees or if i have five employees. that relationship needs to be there. they do have the right to ask and they do. i have every weekly news schedule i probably have three schedule requests i want to do this, i got to school change i have got a doctor's appointment and we meet them all but everyone has to be flexible if you get a time off to do something that you have to do you need to help the next person who needs the time off to help them get what they want to do. so, this legislation just takes and

commerce. we also have jim, an attorney that specializes in municipal bkruptcies.andy, what do you think is the best way forward for the city? >> well, unfortunately, bankruptcy is really the only route forward for us. it's an unfortunate that we let it get to this pint, but this is -- this current course is not sustainable by any stretch of the imagination. your previous guest, michael, wants the peps folks paid, i understand that, but there's no mey in the system now. we have to do something radical. melissa: daughter and drastic. jim, do you degree with that? >> yes, i think the real key to y successful chapter nine is not only adjusting the debt, but coming up with a recovery plan. melissa: sure. >> something to stimulate the business community,improve infrastructure and services so that business and employers want to come in, hire people, and people want to live there. without that, you've just continued the same problem, even though you may lower the debt. melissa: ji, the judge ordered the governor to take it back out of bankruptcy court. do you think -- i m

. >> jim lazarus, khim beer of commerce, because there was a lot of testimony earlier, one of the solutions is going to be passage of the comprehensive immigration reform bill. the chamber has supported that from day 1 and it's clear that many of the people testifying today would obviously benefit from a pathway to citizenship. we struggle with the same issues in 2006 that we're talking about today, 2006 when we sat down with business and labor and civic and the mayor's office to develop the health care security ordinance. local mandates, competitive disadvantages, programs of access to health that are not insurance and not portable, the issues of urisa and federal constraints on what can be mandated at the local level have all confronted us as recently as two years ago with your legislation as to the role of health reimbursement accounts. we look forward to an opportunity to work with the board of supervisors, the mayor and the public health department on seeing how this legislation can properly duck tail with the new federal mandate that will be confronting individuals in 2014 and the bus
