issues, in the last background, the only port in bayonne, new jersey was closed, so the use of commercial port for forward projection for the east coast is the port of new york and new jersey. when it cannot operate, it's part of a national security imperative as well. the trucking industry lost about 1,000 rigs to flooding at the port and other locations where they were parked which is about 25% of all of the truck fleet that serves the port region. about 16,000 cars were destroyed. total loss in the tangled mess of colored met scraps is a mix of cars and hundreds of motorcycles destroyed by the storm. over 50 ships were diverted that were headed for new york and new jersey. those ships were carrying over 15,000 cargo containers and almost 10,000 automobiles. that's just one dimension. as far as other transportation damage up and down the new jersey coast, the sheer scope of the damage is difficult to fathom. this next pictures the bridge that crosses barnegat bay and crosses brick with mantoloking this is how some of the greatest destruction of the homes in that region. amazingly the bridge

and particularly to how the port could participate in the city's tour and commercial industries as well as their cargo industry, and specifically that report found that this area, since we were moving into containerization, were no longer really needed for cargo, that cargo would be better off being in the southern waterfront. and we would have this area devoted to more commercial activities, entertainment, dining, et cetera. and, so, in the early 1950s, the port moved forward and had the franciscan restaurant built. as part of that. and this area we are standing on was an old timber wharf that supported parking for the fisherman's wharf area, of course, all the other restaurants developed over time. * and this old wonderful car ferry slip used to move railcars on and off of the pier over to tiberon and to richmond and other parts of the bay. so, for the last 50 years or 60 years if you're really doing the math, the port has been trying to keep regenerating our area and making it more of a great magnet, not just for tourism which is our core industry, but for locals alike. so, we really

commercial fishing industries have been devastating. long stretches of shore where every marina dock and slip has been destroyed. the boats washed on shore. here at white is marina in key portne example of how the boats were tossed into surrounding buildings, they lost or 5,000 feet of dock space including electrical systems, cat walks, and gas lines. so the need is enormous and the federal government needs to help us rebuild we need help to make sure that we are stronger soap that we don't have this type of devastation again. i want to close with just in the midst of all of this incredible darkness, their resiliency in the light that sometimes comes in the midst of such a diversity , there are so many stories, the story of a young woman in hoboken who lived in an apartment to lost everything and instead of going ahead and thinking about my tomorrow she spent the better part of the week at our shelter helping everybody else even though she had nothing to go back to. they lost power along with everybody else for over a week. they were closed. today they got power back in may $27 despite the fact that this is the busiest of the year for them. despite their own struggles they

ports, marinists and they leveraged $2.7 million in noaa funding with $2.9 million in nonfederal matching funds. another program, fishing for energy, is one of an innovative program that has collection bins for commercialishermen to dispose of unwanted fishing gear. it's disposed more than 700 of obsolete dare elect gear which -- dire elect gear which has lost marketable lobster and saves up to $792 million in damages to boat propelers from direlect fishing gear. if that isn't enough, the energy from them recycles gear. it doesn't cost the fishermen anything to dispose of this gear and that's why it's such a successful program. this small federal investment results in huge cost savings. marine debris is much larger and a growing problem. with disasters in japan last year and the recent storms like sandy, cleaning up debrises requires both resources and coordination between agencies and states. while i commend the bipartisan support and leadership of my colleagues to get this bill to the president, i'm disappointed that the program's authorization has not been extended. i will continue to work for permanent re-authorization of the marine debris program because it is a critical for program development in

more tonnage than any port system in the western hemisphere and produces 1/4 of the country's energy supply, we refuse to abandon the world's most important financial and commercial center. instead we must improve the resiliency of our communities, environment and essential services and vulnerable populations with smart planning and well-designed recovery and rebuilding tools. we have the ability to reduce the consequences of severe weather. by mitigating flood risk through smarter land use guidelines, building codes and flood protection improvements. the state of new york has requested $9 billion for mitigation measures from the administration. the state of new jersey is seeking another $7 billion for the same purpose. i commend governor quomeow and governor christie for -- cuomo and governor christie for including strategic needs in their funding request. both of these leaders have demonstrated inble compassion and concern for the people who they represent and have been highly effective in their leadership since the disaster began and it may also include mayor bloomberg, mayor booker and many other local officials that stepped up and did the job they were elect
