let me begin by sharing some background on the commission.n 2016, the commission was created amid a debate over whether or not women should have to register for the selective service system. this debate began after all combat roles were open to women in 2015. the late senator john mccain and jack reeves, seeing an opportunity to promote the notion of service above self, championed the expansion of the commission's mandate to include an evaluation of not just the selective service system, all service lines. to do so, congress turns us to answer two very important questions. first, does our country have a continuing need for a military selective service system? and if so, what if any, changes are necessary to change it into a 21st century sent system? second, and perhaps more importantly is how can we as a nation create an ethos of service where more people are compelled to serve across all service lines, military national or public service. this is a historic opportunity because it's the first time in american history where a commission has be

thank you for your leadership on the commission. it's an honor to serve as vice chair for national and public service and to work on a mission that ultimately will encourage more americans to be inspired to service to our country, and to strengthen our democracy. as we meet today, however, in preface to my comments, we observe the passing of a true champion of service, the late senator harris watford, who in many ways through his life's journey, his life of consequence, embodies so much of this commission, of military, national and public service. mr. gearan: for his own work in the military, to helping to launch the peace corps, advisor to dr. king and president kennedy, university president at two colleges at the state level in pennsylvania, u.s. senator from pennsylvania, and helping to launch and then direct the corporation for national community service. no american has that kind of commitment to service across the spectrum. and on this day, as we deliver our interim report, we observe his passing, we thank him for his service

how is the commission approaching that? >> the commission is looking at whether we still need it, and if we need it, how should it change? at if it should be maintained and should we include women? know, it is a large question. americanoking to the public for its input and we have heard a lot from individuals and we continue to seek input. the other issues we are looking at is whether we should include special skills to meet the future needs of national security. another factor we are also looking at is should we look at volunteers? is there a way that we can increase the number of volunteers in a time of national emergency? and finally, what do we do for those people that may not or could not serve for religious or moral objections? those are the things we are looking at on the selective service side and from the commission's point of view, whatever we look at, we want to make sure that whatever process comes out is if we have a selective service system is that it is fair, equitable, and transparent to all americans. commi

and at that time the commission, the historic preservation commission, felt that the document was going in the right direction and so we have spent the better part of a year working on graphics, but also talking to san francisco heritage to make sure that we were striking the right tone. and that this was -- the focus really was the buildings that the department and you as commissioners are debating on a regular basis. and what we found -- or tried to implement were a number of recommendations. here's some examples of the document in front of you and there are copies for the public here as well. so two major items that we focused on for the new document are, one, it's just too hard to squeeze this into a design direction for historic resources. it's too polarizing. and it really is a case-by-case basis is what we're coming up with. and we might talk more in detail about what that means. so we decided at the urging of some of the commissioners -- i will say not the entire historic preservation commission saw eye-to-high on this, but after talking to heritage we thought that it was safe t

and the planning commission. to point out that the department would be happy to provide additional information on the process generally and historic review process more specifically to either commission in the future. so the historic review process by the planning department preservation staff typically involves one or more of the following steps. the first is a proposed project meets the scopes of work in the checklist. is the property an historic resource? is the proposed project going to impact the historic resource? what is the level of the impact? can mitigation reduce the impacts? is it unavoidable? and then it requires e.i.r. and planning will be developed. and to include the categorical checklist, there's a variety of scopes of work. this is included in your packet under steps 4 and steps 5. these works -- if the project can fall under the scopes of work in these steps then no additional historical review is needed. these scopes of work that the department has determined is not to cause an impact on the h
