we have seen more independent commissions than the last time around. when republicans made major gains in the process. and just to make things even more complicated, we have the possibility of significant new federal legislation with the hr one bill being considered that could further influence redistricting. we have an amazing panel today to help us figure out what of all -- what all of this means. i would like to invite them each to make some opening remarks on where we are coming from and where we are headed, and then i will have some questions and then we will have a chance to take questions from the audience. we have a congressman who represented illinois 10th district from 2015-20 17. he focused in particular on access to capital for small business and health care reform. and property issues. he's an original member of the no labels movement which he hoped would head -- help and gridlock in washington and he cochaired the tuesday group, which focused on pragmatic governing solutions. we also have a professor of law at harvard law school who teach
