commission investigators and controller's investigators, in order to try to make this system work. so i don't think i'm alone in that. >> next item on the agenda is discussion and possible action on the ethics commission budget. >> mr. st. croix, would you like to introduce this matter? >> so the numbers break down as before you in the memo. we have been asked in the past several budget years due to difficulties with city budget to make cuts so substantial that would prove damaging to the commission's commission. this year, although budget news is good, it's not fantastic and the mayor's office is requesting what seems to be very minor cuts for the next two fiscal years. approximately $34,000 each of those years from us. our prior custom has been to respectfully request that our budget not be cut, but not ask for increases so that we maintain our independence as an independent agency in making these decisions. but yield to the realities of the budget year. i have not made that recommendation this year. it's really going to be a policy call for the commissioners, if i have to make a $34,000 cut i believe it would cause us some pain. but i believe it's doable. on the other hand, there are things that we need to do that just aren't getting done. so looking in the long-term, we just don't have enough staff for everything that is going on. so a possible approach would be to accept the cut in the spirit of cooperation, but direct me to work with the mayor's office and the board to try to

commission and activities at the california public utilities commission so with respect to the time line. at this point we're on track. by this date we should have completed presentations at our commission on the presentation by local power on their proposed business case and financial deliverables, and have presented before the commission materials to start to get them familiar with the not to exceed rate proposal which we have been discussing with the board. those activities went forward on tuesday and i will talk about that and we might see slippage with individual elements but even with they am seeing cleanpower sf given to the customers as our published calendar projected the slippage is in part because we're still getting the rate fairness board comfortable with the not to exceed rates with how the mix of resources we rely on for our cleanpower sf program influences the overall all cost of the services and their the rates. with the impact of fully recovering the 13 million of hetch hetchy revenues that we're dedicating to this program and providing the security necessary for this program consistent with the board of supervisors' action. the pace of that recovery also has an impact

commission matters is item 5, review and approval of combined commission secretary position announcement and recruitment process. >> commissioner antonini? >> yes, thank you, the sub-committee for the commission secretary selection met yesterday, a combination of historic preservation and planning commission representatives, in attendance were commissioners borden and moore and i'll ask for their comments when i'm done giving you an overview of what happened because this is a potential action item for the commission. i had a report from dhr which was led by shawn sher born and it consisted of three different thing, he gave us a timetable as to the selection, he gave us the job announcement which is to be issued tomorrow on the 1st of september which will be a matter of public record when it's issued and then he described the battery management test that candidates will be -- some of the candidates will be asked to complete and there's also going to be a supplemental questionnaire and these were questioned with input from subject matter expert who happens to be our previous secretary linda avery which i think is a good person to have input on these matters. and in terms of the timetable, the j

commission ten-year anniversary. so the outreach committee, i presented this to the outreach committee and so the outreach committee has been assigned, taking a look at the ten-year anniversary as a chartered commission. we are the only chartered commission thus far that is known about in the united states as a small business commission. so i think some acknowledgments are due, and so the outreach committee is going to explore what we can do to provide some celebration and acknowledgment with that. license 123, the online technology tool that the office is working with, are developing for businesses to be able to understand the permits that are required. jane gong provided you with a demonstration we're just about to launch. so at our next meeting she will be providing you with the full demonstration, because the tool will be ready to go live on the 28th or shortly thereafter. so all the items that we have been working on and working with the company will be done and complete. the online business portal project update, the comprehensive one, erica has been working on this. we had the departments fill out a comprehensive survey. and so their deadline was this week and we have pretty much all departments' surveys completed and in hand and

commission decided that they weren't campaigns under current law. but i think the commission agreed that the raising and spending of that size of money was not designed by the voters to be something that went unregulated. so the commission directed the staff to put together some provisions that would, as i said, regulate committed are designed to draft, particularly those that raise tangible sums of money. the reason for that is that a citywide campaign aimed at a single person still reaches people citywide, and would conceivably impact their decisions at the polling place based on the fact that you get someone to run for office by extolling their virtues. so these rectally simple to follow will treat under our law, such campaigns, such committees, excuse me, as primarily formed campaigns and therefore, report their activities to the voters. >> they are divided into two diction points. does the commissioners have any questions with regards to decision point 1? i have a question and it has to do with our definition of "support." i have some concern that it's maybe a little too restrictive, because i could imagine someone simply spending money to advocate that someone be elected without "encouraging or urging them to decl
