commissioners. i am with the assistant planning department. here with the the the fear of current planning. we would sincerely like to thank you for this opportunity to introduce a conversation regarding building permit applications. if we can get the screen to switch over to the laptop? >> it should be switching over. here we go. >> great, thank you. the planning department's mission statement is that the san francisco planning department promote a harmonious use of land and quality of life for future generations. the department works with the elected officials, community organizations, other stakeholders, and policy-makers. they develop and support social policy through million use mechanisms, but you in development for conformity to the planning code, ensuring that all environmental impact of considered. the organizational structure of the department has changed slightly over the years. the current structure includes two commissions. the director planning, the chief of staff, and five divisions. i will love go over the administrative division, but i will briefly touch on these zoning adm

commissioner wynns: i appreciate all the things that have been said, and if we have the idea, that would be great. i am fearful that if we say we don't want to pay for it, they will say, the idea, let's get them to pay for it. what is at issue here, we have the proposition h. money. we think of it as our money, the board of supervisors often think of it as their money, and we have had the situation where they have said, unless you spend it on this, we will not approve your spending plan. that is not his intention, i understand that. his language is release specific as only being exploratory. this language is not that specific. to tell you the truth, if we take the idea of putting it in as language and have this conversation on the record, that goes along way. then just having the board of education be clear that we had no intention to be in support of spending money that could be spent for educational purposes. >> i think in your reference, particularly around proposition h., when we have this discussion around funds and who it belongs to, i think we have been able to rightly clarify that the citizens have sai

commissioners? >> for some reason, i should go first. i am encouraged that since the last draft that came before the commission, there has been a tremendous amount of work. and i had my fear is there for a while, -- fears there for a while, regarding the product. and when it came to implementing these mechanisms, that could be developed to address the cultural preservation base of the plan itself. and so i am encouraged and i think it was mr. lord who also was staffing this plan, working with the filipino community there, to develop two cultural heritage or social heritage districts, for that part of san francisco. i think those examples were immensely helpful in keep in -- and helping the japanese community see that there was a way to address these issues that have been percolating since 2007, before the original planning effort. i just have to say, there are a lot of people here who will testify on these articles and one thing that may or may not come up is the question about surveys. the interesting thing to me about this planning process was the surveys were not just conducted of the buildings and historic structures and what may have historic significance. this also

all of you commissioners, but maybe once of view -- one of the once a week should be going to the schools, churches, community is, talking to real people and getting involved. getting the fear out of immigrants about approaching the government. everyone believes if they go onto the street, claiming they want amnesty, it is going to backfire. they all are already feeling in all the demonstrations and marches that we did four years ago, they have backfired. we need to prove to them that this is not true. but we need your support and government support. mainstream america has the wrong belief that immigrants are here to take everything away from them. that is not true. we need to get the message that everything -- our immigrants are very positive. thank you. >> panelists, you heard earlier the professor talk about the economic contributions of our immigrant community. with the 2010 census coming up, there is a great deal of fear and intimidation from the immigrant communities. there is even talk about possible boycott. there is an effort to derail the sentence by adding in a question about status. what would your advice be around the census and overcoming the fear and intimida
