he made a $1 billion commitment to the first affordable housing trust fund. he has said it will be included in his budget in a few weeks to congress. that affordable housing trust fund is focused on rental housing for people at 30% or below the area median income, folks like those that will get the opportunity to call this place home. we're very excited because we're already working on what has been passed but never funded. we're calling on congress to fund it. the president has also made a commitment that included in his budget will be $15 billion program called project for build. it is the neighborhood stabilization program to rehabilitate foreclosed properties across the country. it will put people back to work. we estimate the $15 billion program will create over 200,000 jobs and treat over 350,000 units. many of them look like this and achieve these goals. today we had encouraging news. the unemployment rate in january dropped to 8.3%, the lowest in three years. over 257,000 jobs were created in the last month. we're moving in the right direction. we hav

i would hope that the department would keep its commitment. thank you, mr. chairman. >> senator paul? >> secretary chu, thank you for coming today. as you know we're in the midst of a great recession with 12 million people out of work. i'm very concerned about 1,200 jobs that are in paducah, kentucky. they work for the nuclear enrichment plant there that's been in operation for many years. over 50 years we have accumulated 40,000 cylinders of -- rain -- uranium waste and we'd like to enrich them. if we were able to enrich them, you could save the 1,200 jobs. the 1,200 jobs would be lost this year if the company goes under which is predicted to go under in 12 months if we do not enrich the uranium. i'd like to ask you if you'd help us with these 1,200 jobs and help us enrich the uranium. >> first, you said this company that's running the paducah plant for them they see -- it's going to be a business decision that we are talking about some depleted uranium and whether they'll use the enrichment facility to generate the uranium. and what they are asking for is

my comments were perfectly in line with our commitments under lisbon. to prove it, all of the defense ministers in the last meeting i attended, all of them concur in the same strategy which is we're in together and out together by 2014. and we are all following exactly the same process here. we're doing the tranches. we're doing the transition to afghan authorities. obviously we are watching it closely to make sure that it's working. so far it is working. the afghan army is doing a great job. we've got to continue to put them in place. we've got to make sure that they're able to achieve security. everything is conditions-based when you're in war. that's a bottom line here. so we're going to be tracking this very closely as we go through that process. with regards to other decisions, obviously we are in the process of how do we draw down to 23,000 the surge, and general allen will present a plan to general dempsey within a few months to be able to show how that be accomplished. and then beyond that, frankly, no decisions have been made because we are loo
