the treasurer of the committee would not talk to us and the spokesman for the committee would not talk to us. it raised a lot of red flags. when people will not talk about what they do,, we are more interested in learning about them than we would be otherwise. it turns out that this political action committee formed itself as a political action committee when they were about to go under in 2007 and they embraced been go games and a big way. they have at least two every week. people come in and they contribute money to the bingo and the money that is left over goes towards funding democratic candidates, or at least it is supposed to. so far, they have raised nearly $2 million but they have only given out $5,000 to one candidate. a lot of the money is going to be go supply firms and a lot of it is going out in prices and some is going to the organizers of the club. it is not clear why they are doing what they're doing. when you get involved with politics and money, the money just washes everywhere and it is not clear where it is the way and there is no regulation or control over what hap

if you're running for central committee, you have to follow different rules. if you're running for lieutenant governor as mayor newsom is, he has to follow different rules. i would be all for addressing that -- the second point, i would be all for addressing that difference in terms of the limitations because from a public policy standpoint it makes sense that loophole does not exist. i'm all for that. and if there is a way that we can work on that, i think that it's something that is worth doing. i have no problem with the measure in the sense that it should go before the voters, if that's what the mayor wants to do. i do think that the same issues that are identified as problems or potential problems with respect to members of the board of supervisors serving on the central committee, that those same issues could apply to the situation of you have a mayor running for another office. it doesn't mean that any of these officials have done anything wrong or illegal, no one is saying that, but to the extent that the concern here is appearance, i think that the sa

the area plan infrastructure finance committee or the apif. there was a previous committee you may remember the eastern neighborhoods structure finance group which was created to specifically come up with recommendations for ideas to finance the significant deficit and infrastructure monies that the planning department identified and not only eastern neighborhoods plan but in other recently adopted area plans as i think all of you know very well, the impact fees only cover a portion of the identified infrastructure need. and we have been interested in our office working with the planning department and the capital planning group to find other tools to finance infrastructure development in the neighborhoods. and we can have what we all call complete neighborhood development. so the recommendations from that report were that a consultant study be done on the eastern neighborhood on the implementation of an i.f.d. and the potential implementation of a c.f.d. this committee that will be formed by the resolution will implement those next steps. it'

i want to speak now as a member of the rules committee and a chairman of that committee and somebody that heard from all sides of this issue. i have to say that we had a lot of testimony. we had passionate testimony on both sides. i appreciate the fact that so many people came to talk about the charter amendment. the reason that people did come to rules is that our parks and recreational areas are something that are very important to the daily life of this city. i always say that you cannot talk about public safety without talking about parks and recreation. public safety takes more than just having police officers on the street. you have to give people, especially young people, things to do after school. recreational opportunities play an important part in keeping in neighborhoods safe. i am in a position where i can say that even though a lot of good things are happening in this department, i do not believe that the current government structure is the right structure in terms of having the level of accountability and transparency that is needed. the fact is that until you have some
