the ethics committee is the only evenly divided committee and the house. we are a consensus-based committee. do the hard work of many members and professional staff of the ethics committee we have brought forward this report today by a unanimous vote in the committee regarding our fellow house member representative david schweikert of arizona. the ethics committee has been entrusted to fulfill the constitutional obligation and responsibility for admonish to members and staff when appropriate. this is not a duty that we take lightly. far from it. but it is essential if to maintain the public's trust of our chamber. i want to thank the four members have served on the investigative subcommittee. this was no easy burden on the investigative subcommittee led by congressman dean phillips and mr. bill flores and the chairman and ranking member of the panel. they were joined by congressman jamie raskin and congressman john katco. collectively investigative subcommittee met 22 times during this 116th congress in four times in the previous congress for they reviewed

committee and faa's own findings. beyond certification the faa is tackling safety issues not only the united states but internationally as well. we are prepared to take the lead in the new phase of worldwide safety. we presented a working paper last year on pilot training and automation dependency. this material was recently added into a proposal in the formation of personnel training and licensing panel. our action plan focuses on scenarios for aviation safety including safety management systems, data and innovation and we aligned our budget request to support this activity. we are asking to recruit additional specialized employees such as human factors expert in software engineers and invest additional money to bolster improvements to successful information sharing programs. i have said many times that safety is a journey, not a destination. we must never allow ourselves to become complacent. always we must keep in mind passengers and their loved ones for whom we work. that concludes the statement. >> thank you very
