you recently held a retreat, which the committee itself is recommended as something other committees to try to do to build better relationships. can you talk about that retreat? what were the major takeaways? how is the committee coming together? >> yeah. i will tell you, part of our recommendations -- and we are trying to walk the walk when we make these recommendations -- is for each committee to do their own retreat with democrats and republicans, not just with their own party. i've never been part of an organization until congress that didn't have a unified mission of, what do you want to get done? so, part of the role of our committee was to sit down with all 12 of our members and say, what do we want to get done? some of that was getting to know each other. we started with, why did you come to congress? how did the institution fail or meet your expectations? when you have that sense of, you know, here's why i came, here's how it's come up short, it really starts to elevate issues that we as a committee can work on. and so, you started to gravitate towards some themes. there's a

the committee process is so challenging at times largely because the committees are so overpopulated. the financial services committee was reduced in size plus 60 members. trying to build consensus is very challenging in the current environment. everything we are talking about, got to have relationships to create the policy that has bipartisan support. my entire time and congress is going the opposite way. it starts at the top and then we received notice that were going to vote on something. twenty-four hours and that's 12 under pages long. rsi think the american recipe plan was 5040 pages long. i am not maligning the other party. i think we would be doing the same thing if the tables were turned. how do we create a culture that facilitates these conversationss? i'm not really clear something like immigration should not be as difficult as it is to fix. there's a number of different levers, your not going to get all you want but you will be better when you finish it. it's not even happening. i don't know groups of democrats and republicans sit down to fix immigration for a republicans

the full committee markup. i intend to continue our tradition of following an open amendment process within the committee and i know that's something that the providing officer is quite aware of as he participated in the committee in a very responsible way over many years. further while the first round of reform will focus on the issues of accountability, i hope and intend to incorporate the rifc's recommendations on prevention, climate, and culture and victim care and support into the bill as we move through the legislative year. i think these recommendations will be critically important to reducing the number of sexual assaults on the ranks. the focus of the legislation before us is adjudication. i think we all would prefer that prevention, command climate, all of these factors be such that adjudication is not necessary because the crimes, the incidents, the difficulties, the mental and physical anguish that the victims incur have been avoided because we've taken steps to prevent these actions from taking pla
