before i was on the commerce committee i served three terms on the armed services committee. i visited at least five texas bases. i can tell you the number one priority all of the commanders have is military conduction project money. they all need to be updated in some form or fashion. many of them are way behind. this is really going to be devastating to these communities. people should be mad. i don't care if you wear a maga hat or democrat here in california or whatever you may be. people should be upset about it. they have been counting on the money for a long, long time. >> in addition to the way it punishes military families and communities, what will it mean for your state? >> for texas, the cuts are going to be devastating. one of the facilities i visited in san antonio. it was basically a lottery. if updated technology. it will hurt our personnel. some of the cuts are going to hurt personnel that are serving overseas. many of the maintenance facilities that were slated to be upgraded was to support operations overseas where you are much closer to radical activity. it

"the new york times" is reporting tonight that wilbur ross, the secretary of commerce, threatened to fire people, top employees at noaa if they didn't basically disavow a tweet from the birmingham office. i don't know if you remember this tweet. it's the one that contradicted the president's false claim that dorian was likely to hit alabama. the commerce department is saying, of course, this reporting is false, but this is a "new york times" report. it's thoroughly vetted. do you believe it? and do you think that secretary ross needs to resign? >> well, i believe it, because i think "the new york times" is careful. it's certainly a reputable paper and certainly careful in making sure that what it says is truthful. so i think it's shocking -- maybe it is sonnet sho shocking. you know what's most shocking? that it isn't shocking anymore. i'm almost numb. it's one thing after another after another. and yes, i think he should consider resigning, because i think it's a disgrace. >> chairman

ordered. >> last congress as you well know our committee held a number of hearings on the grid in reliability and resiliency, but it's not just the energy and commerce committee that's concerned about the grid and its reliability. we had a report that was produced by the national energy technology laboratory that said that without the use of coal, the eastern united states would have suffered widespread blackouts during the 2018 bomb cycle. think about that. iso said the most significant challenge they face is fuel security. and the coal and nuclear power plants are needed to maintain reliability. and lastly, secretary perry said in 2017 that the resiliency of the electric grid is threatened by the premature retirements of these fuel secure traditional base load sources. mr. rob, if i could puturn to y, last week you made profound comments, i believe, regarding the grids in texas and new england specifically. regarding texas. you said pardon my french. you said there's no way in hell they can keep the lights on, and yet, they do. regarding new england, you said the grid operators constantly are finding ways to pull another rabbit out of the hat to k

about energy policy and major publications, if you weren't on the senator energy or energy and commerce committee, you didn't often go to the house or senate floor to make speeches about nuanced technical engineering points regarding energy policy, i think as issues around climate and carbon mitigation and the energy transition have risen in the public's profile, that in turn has raised the visibility of the commission, but that's why i think it's so important to have forums like this, because fork is highly technical, because it is very important and we have stringent rules that limit our ability to communicate with stakeholders in our processes, i think when there are opportunities for members of the commission and staff to kind of communicate with the public about the key matters before us, i think that's a benefit to everyone. it's something that i have tried to do and i know my colleagues have as well, because i think it is important we have the most transparency in the public and the important decision we have to make. >> earlier you touched on enabling new technologies to succeed by breaki

senate where we are dealing with the privacy and data security issues not only of commerce but also judiciary committeeone thing i have found so interesting about being in the senate is how you take one issue set and you work cross-platform on it. i am also on the armed services committee and the veterans veterans, we at are working to get everybody's records in the cloud. we are doing the same thing at armed services so that we can have someone enlist for the rest of their life, their records are cloud-based. as they need medical care or if they want to track what exposures they may have had, things hazardous toxins, of that nature, the veteran will own those records and this will and the laborious process that is so frustrating to so many of our nations veterans where they are having to go to places they were stationed or posted or places they were deployed and try to rebuild their record. it takes a lot of time and a lot of wasted energy goes there. at armed services, i am working on future threats, technology and 5g and artificial intelligence and autonomous vehicles and supercomputing and hyperson

we introduced a bill yesterday, the committee's been working on it, when i say the committee, the energy and commerce, the education and labor, and the ways and means committee have all been working on this bill. there's been no secret about it. we've been discussing it. it has three components essentially, as you know. it has the component of negotiation, which of course, as you know, the veterans administration does so right now. i don't know whether you think that's socialism in the veterans administration, maybe you do, but in any event, it is not a unique proposal. it puts inflation limits on drug prices so we can't have drug prices that people need to maintain their health and their lives increase 100%, 200%, 300%, 400%, 500%, 700%, 800% in a very short period of time. we don't think there's really what ought to happen. and lastly, it restructures the medicare part d benefit to cap out a pocket spending for seniors -- out of pocket spending for seniors. somewhat of what you did on part d under president bush. this is a proposal that is doing what we said we would do in the last election and tha

next it goes to the commerce and banking committee, then the house is also talking about its own draft. from a initial perspective, it is good news. the bill is $300 billion, which is a 27% increase above current levels. there is also new increases in freight programs, bike programs, and it surprisingly acknowledges climate change for the first time with a climate change program that has carbon reduction programs and funding for fueling infrastructure. that including planning and pilots for congestion pricing. we are working with the mayor's office and the transportation commission along with other agencies on advocacy to make sure that our priorities are known at the senate and house level. basic advocacy including growing revenues for the things we care about, especially on the transit side, vision zero, ensuring sufficient funding for congestion pricing, making sure, looking how the bill treats merging noticeability and new revenue sources, user based fees is the challenge moving forward is finding the revenues to pay for the new programs because the highway trust fund is only solve
