we welcome back from the commonwealth club dr. carole fleming that spearheads the series and a career coaching future headliner for the series and welcome good to have you here. let's start first with carol unemployment is still way too high and your triage with putting together a month-long series so hard to you start in wordy began. >>> a restaurant on this over your group except plant each year the series have to pick a topic that i think is going to be important for the commonwealth club membership and the general public and over a year ago i thought this jobs businesses not getting better and i bet it's a winning issue a year from now. so i asked of the volunteers at the commonwealth club to think about this topic for program i your way. the commonwealth club puts on over five and a programs a year. half of those are done by the volunteers. the volunteers work in 14 subject committees are business humanities psychology and the rest jupiters programs within the area of expertise and interest. with a situation where there's bee

in addition to oklahoma, the commonwealth paid for indians to attend schools in other states. additionally the government provided funding for indians to attend school. at one hand, we were acknowledged by both the federal and state government. the most telling testimony of the current system, in 1999, the head of the bia, the indian tribal delegation, many of those people assembled on that day would not live long enough to get federal recognition through the administrative process. that proved prophetic. we have buried many chiefs since then. the administrative process for people in the southeast has been very low. several factors contribute to the low success rate. lack of resources needed to ferret out the information needed for the process receive low value in regard to tribal history in favor of administrative process to recognize that one size does not fit all. in many cases it takes several years, over 20 years, to go through the administrative process. it takes a lot of money, a lot of cost. a lot of tribes cannot afford the cost. criteria appear to be geared toward th

then there's commonwealth open university. a phd costs about $3500.rsees accrediting considers a phd nothing short of a phoney degree. >> if i get a degree from commonwealth open university, is that worth the paper it's written on? >> highly unlikely. that is, an employer should want confirmation of the legitimacy of the degree. they would have trouble getting it. >> the degree didn't raise red flags for three professors in the criminal justice department at the university of the district of columbia. the phd's earned the professors a bump in salary. angelyn and is director of the master's degree program, earned her phd from commonwealth open university, so did sinclair, an assistant professor in criminal justice, and margaret moore, who once ran the department. >> it's very serious. i worked hard for my first degree and i'm shocked. >> the school in the british virgin islands has no website. the university claims to be accredited by the school for advanced schools on global education and distance learning and told fox 5, no course is going to be accr

the magic number to win is 270 electoral votes, 13 up for grabs in the commonwealth, a state with two sides, northern virginia and the rest of the state. we have tide water, south side, and roanoke with a strong republican base. mr. obama would have to win convincingly in northern virginia. >> he doesn't need to win northern virginia. he needs to crush romney in northern virginia. a simple win would be a victory for romney. romney wants to keep it close. obama has to destroy romney in the vote turnout in northern virginia. >> reporter: mayor says obama will carry black voters in virginia, but it will hinge on voter turnout. >> virginia is more of a necessary win for romney and a nice-to-have win for obama at this point. now, things could change. if republicans are serious about wisconsin and michigan and those numbers start to close, then it will be obama that is desperate to win virginia. >> reporter: president obama won virginia in 2008, the first democrat in 45 years and since lyndon johnson claimed a victory. since mayor says virginia has been in the back pocket of the republicans

first of all, we're thrilled to be here at the commonwealth club. i want to tell you a little bit about myself. i live in miami. i moved there in 1986 from the united states. [laughter] one of the things i always feel like i should do is to defend my city because it had a bad reputation, a bad image. the zogby does this organization -- and does this poll were they asked people about different cities. many respondents thought miami was a dangerous and violent place. that hurts. when we see that, we want to attract those people down and kill them. [laughter] it is a wonderful city, it really is. it is a question of learning to adapt to the local culture. for example, you would never say out loud in miami, i do not know, i think you have to admit that castro has done some good for cuba. [laughter] anyway, what ever you have heard, disregard. it is a great town. we have a new attitude out there. the tourism motto is to come back to miami, we were not shooting at you. [laughter] i want to tell you quickly about my career. i have been a humor writer most

but in 2006, the commonwealth's legislature replaced the excised tax on imports with an island-wide sales tax. to implement and administer the sales tax, every merchant had to have point of sale terminals capable of processing ebt cards. this choice of whether to accept ebt and participate in the n.a.p. program is still the merchant's, same as in the continental united states, but the technology is now affordable and widely available, eliminating the need to provide n.a.p. recipients, nutrition systems program, with a cash benefit. unless someone can document to me this information is incorrect, the rebuttals they can't utilize, 100% ebt cards are incorrect. and i take the stand that for us to be be sitting here nearly $16 trillion in debt and watching new programs be offered, even before the ag committee, and watching cash be handed out in lieu of an electronic benefits transfer card, that at least has some limitations on the fraud and the abuse that comes with it, you know, no human being is perfect. and if you hang the cash out in front of them, you know it's going to be spent for thin

a lawmaker wants to bring glam -- gambling to the commonwealth.e is working on a bill to allow casinos to be built in lexington. they are the only ones that qualify based on property tax exemptions. lawmakers rejected the idea of riverboat gambling. this is as lawmakers prepared to take up plans to expand gambling. the governor called a session that will begin on august 9. it would allow table games and also a new casino to be built in prince george's county. coming up, a recap of the third day of competition. we will see where the u.s. stance. man: we need a good night's sleep. woman: which means a little heat to keep us warm. and a good dose of support for my ba. some over-the-top comfort couldn't hurt. and our perfect dreamfactory's been built. you're feeling sleepy already? nighty-night. a special session if they want to give residents a chance to vote on expanding gambling in the commonwealth. there was a meeting between the governor and legislators. >> lawmakers are still tight- lipped after this closed door breakfast meeting. but they did say progress is being made. house speaker michael bush and senate president mike miller met with governor o'malia to discuss the prospects for a special session aimed at expanding gambling to include table games and a sixth casino likely in prince george's county. the governor believes expanding gambling would be beneficial and terms of jobs and economic development. mr. davies said he supports the house as recommended proposal to form a special gaming commission to regulate casinos. house speaker bush has in the past voted against building a casino at the national harbor. when asked today if he supports the special session, he would not say for sure. >> just tried to make an assessment of where we thought people were in the middle of the summer and really came to no conclusions. >> it will take elbow grease and hard work and we need so

law in pennsylvania's commonwealth court. in hearings beginning tomorrow the groups will seek a temporary injunction to the law arguing it will disenfranchise specific groups of voters who are not likely to have acceptable identification-- among them, minorities, seniors, and the urban poor. david gersh of the washington, d.c. law firm arnold and porter is one of the attorneys arguing the case on behalf of the plaintiffs, including wilola lee. >> there's no plan for getting hundreds of thousands of people the proper i.d. they can say it's available, but they have no plan for actually accomplishing that. >> suarez: gersh and his team say the law is a partisan evidence to suppress votes. as evidence, they will introduce comments by the republican house leader. in a recent speech the state's republican committee, he added the voter i.d. law to a checklist of republican cties. >> vot i.d., which is going to allow governor romney to win the state of pennsylvania. done. and that's really going to continue. >> for his part, mitt romney sends rudy giuliani into the commonwealth and any traction with that? >> well, it is interesting that they're trying to put the president on the defensive with defense cut which is means so much to our area and particularly in virginia. of course, republicans wanted what was called sequestration as part of the package so that that sword would fall and cut into the defense spending as a way to force something to be done about the deficit which just hasn't been accomplished yet. >> what do you think about the condoleezza rice, runningmate talk. i think it was a distraction. the way they're rung the v.p. search is so formal and so buttoned down that somebody's putting this out there to try to create a distraction. >> there's no question that you look at condoleezza rice and she's been very clear and she's not interested in politics, and she brings diversity and she might bring some electricity and she brings a lot of problems, too. she was at the center of bush's foreign policy. she's socially moderate which i don't think govern

commonwealth. especially during peaceful demonstrations. this is a strike on the first amendment rights of the people and the residents which are u.s. citizens. let's not forget. this is not some far away than, this isn't a foreign territory. these are u.s. citizens at risk here. we spoke with the u.s. department of justice yesterday to talk about their findings and what they told us here, i believe we have a quote. we are currently in settlement discussions with puerto rico concerning a durable remedy to address our findings. discussions have been productive and we hope to resolve our concerns without the need for litigation. the aclu is asking the federal government to get involved. if you can imagine that imagery of the u.s. government taking over a commonwealth. the police force, 17,000 members. the second largest in the united states can you give us an example of the corruption? >> they found excessive force in, 28 citizen deaths. one of those happened right after the new up is was pointed in march. and april, two brothers were driving

but our jessica doyle reports that it is still a long way for help in the commonwealth. >> reporter: cleaning up in falls church, virginia after friday's wicked storm. at least the power was on at starbucks on columbia pike for the people desperate for a cup of joe. >> my niece and i have a small front lawn and we took out blankets and sheets and slept on the lawn. it was great. >> reporter: nerves are starting to fray. morning commuters navigated through darkened street lights at about 80 intersections. some treated this spot as a four way stop. others blew right through it. a quarter mile counsel the -- down the road, kids were dropped off at bell veer elementary -- at we feel deer elementary. here on sleepyhollow, crews have to remove thousands of pounds of tree to work on the lines, and eventually replace this utility pole. but they are confident they'll get the power back on here sometime today. >> reporter: dominion virginia power predicts 80 to 85% of customers will have the power back on by tuesday. 90 to 95% by thursday. other smaller side streets may have to wait until the

and you see the president now for the second day in the commonwealth of virginia, it's a crucial state for the president. he won it bay slight margin in 2008. the first time that a democrat had done that decades. and what you've seen from the obama campaign, over the last several months, is this push to woo military veterans. why is that important? well, virginia is a region that obviously has a lot of military personnel. so the president hoping to tap into that group, to help lift his fortunes in that commonwealth for the second time. but not only in virginia, you see the president also hitting other battleground states, like ohio. he was there last week on that bus tour. he heads back there on monday. it's the eighth time that the president is visiting the battleground state of ohio. what's interesting, wolf, is that in all of these battleground states, the economy is doing much better than the national average. when you look at unemployment, for example, in the state of virginia, it's at 5.6%. the national average for unemployment, 8.2%. so much higher nationally. so the president,
