we've worked really hard to improve interoperatability communications with the city. if we were needing assistance from oakland police department and they needed to come into san francisco, we have a really good structure to be able to implement interoperatable communications over the radio. but with the military this is a whole new set of radio frequencies, radio technology, even before the planning we didn't know what they had. it took us several planning opportunities and meetings to flush through some of that information and one of the biggest take aways for us, as a city we're required to have a tactical interoperatable communications plan. it describes how you interoperate in an emergency or an event within the city as well as regional partners. we don't have that with military and i think that's one of the biggest take aways, we need to really flesh out a document so we have captured who our contacts are, what technology they are going to bring to the table and start that initial planning from the get-go. we also had some technical challenges with land mobile ra

there are also so many right here, from our own bay area communities. in the city that is out of human trafficking we are also committed to being an agent of change. i want to give you a brief history of sf cat, san francisco collaborative against human trafficking. in response to what we saw is a growing problem, four organizations formed up in 2008, the jewish coalition against human trafficking; national council of jewish women, jewish reel fund, -- we then realize would needed a wider coalition in order to be more effective we reached out to a large variety of the government sectors. in february 2008 the jewish coalition held a conference against human trafficking which included agencies such as the san francisco commission on the status of women, representative of the mayor's office and other nonprofits. this event also attracted members of the state assembly and a few congressional offices. at a meeting following our conference a i was asked to chair the larger group and my condition was that there be a cochair from the mayor's office at that time was catheri

community bylaw ordinances that we're operating under. the lation that we focus in on is 14614, that is the bylaw that governs litter pick up in the city. mmunity standards 146400 is the graffiti standards bylaw. our bylaw is unique to other cities in that we don't focus on the definition of graffiti, we focus on whether or not graffiti is considered a nuisance on a property. so the bylaw is written such that it has to fall within the definition of community standards, the nuisance property and therefore we're not ever restricted by a definition and people arguing whether what's on there fits within a specific definition of graffiti, it all falls within whether what is on the building constitutes a nuisance. it also gives strength to it because we don't run into the possibility if somebody says that, well, i want it there because i gave permission to it, permission is not a factor, it's whether or not it's a nuisance property. in canada some jurisdictions have their bylaws such that they can charge taggers with fines for doing graffiti tagging. we don't have any such ordinance in our city. graffiti is managed on the enforcement side as a

for us at la cocina that are micro-communities and small communities with a city as diverse as san francisco don't have the micro-community to support it economically so you might have a regional mexican kri seen but not with enough mexicans to support that but not knowing how to move outside of that micro-community or an opportunity to move out they will stay in the informal bucket and not get to the asset generation. what make it successful? low cost of entry, flexible hours are things that you can address in the industry so we identified things that women need at our organization to be successful. one is a sharing community and san francisco is engaged in right now but leaves out low income entrepreneurs and as the ideas come about to share resources and find ways they're accessible to folks not comfortable in the media rulm and child care and ride share are huge ones and to develop resources or work with developers to bring in resources that others need and provide that need in lower risk than currently available. the current economic opportunities are really so high risk it's not a good
