at 211 291 putnam street from the real estate division to the mayor's office of housing and community development. this is the only property, affordable housing property, of my understanding that's under the real estate division at this point in time. the original lease was entered into boomerang housing associates for the development of the 46 affordable housing, or 45 affordable housing and one manager unit. so in terms of this property transfer, the city owns the land, boomerang owns the building, so what's being transferred is the building itself. they'd enter into a lease up to 99 years, with a new development, market heights apartments, who would -- market heights apartments l.p., who would then rehabilitate the land. and then, our final speaker from the community is executive director of the chinatown community development center, malcolm yao. >> well, paul, thank you for the promotion. i'm not the executive director, i'm the deputy director of chinatown community center, but i'll ask for a raise. thank you very much. you know, this drop-in center is really all about community policing. i think we've thrown that term around quite a bit, but captain yepp personified that. community policing is taking leadership and pulling the threads together necessary to make this happen. it wasn't easy, it wasn't from command on high. it came out of paul's head. he knew that reporting needed to go up, he knew that it needed to come back to the community, and this was captain yepp's brain child, and he took the lead in pulling all the threats for doing this. so i really want to thank you for this, captain yepp, for your leadership in the community. i don't say this lightly, when i say that auntie rose would be proud of you. she absolutely hated the koban, but she's going to love this. thank you. >> okay. that concludes

very clear message being sent that these are people who need help, you need investment and in community development. eighty-eight% are minorities in the communities. thirty-four% live at the poverty right mac versus 16% in the country. and so on. it is very clear that these opportunity zones need investment. next page covers some of the very key criteria numbers. for an opportunity zone to exist , you have to have 90% of your assets invested into the opportunity zone, and there are tests every six months to make sure that that is happening. one concern for developers early on is that if a development project takes 30 months to complete, how can i pass this test and what i be penalized because the treasury issue guidance said you have 30 months to develop the property before you fail any of these tests. across the country, there are 2 million businesses operating in opportunity zones. 31 million people are living in the zones and so it's about 10% of the population that is being affected across the country. on the right-hand side, there are a few dates and a nice big number to show the potential of
