i'm extremely proud to be heading up this very complicated city. [laughter] one that does not let me sleep very much, but certainly it -- i have said this in many cases, just literally these eight weeks i have fallen in love with this city even deeper because it is such a wonderful place to be. every community i visit, every corridor that we walk together, it fascinates me house on many other people who live and work here -- but even those who don't -- just love this city and they do what they can to make sure that it is running well. it is very natural that as i am thrust with the responsibility of being mayor, that i look for talent, and i think a lot of the talent is with the women of san francisco. that goes up and down depending on how long the meetings are, how long the deputy city attorney to be here, how complicated, whether there are new items that are before the board that require research or complex matters, so i think it is important to keep a cushion in that number. i do think there is room for reductions. i think that, as the economy begins to improve, we will see an uptick in that utilization. we want to keep that in mind. i do feel comfortable if we were able to reduce that line item by $45,000. my second recommendation would be to apply the rate of inflation to the surcharge rates if the reduction in the city attorney's work order is not feasible to reduce with enough to cover the operating expenses increased. the rate of inflation minimizes the impact on the public. if we use cpi, we're looking at a rate of 3%, and if we apply that to the current surcharge structure, no rate would go up more than $1. that could generate an additional $30,000 in surcharge revenue if we keep the surcharges the same as they are now. i think those two recommendations, could generate enough revenue for us. i

don't think enough communication on this very comprehensive project, the city doesn't have a good track record of getting the complicated project done. i am not sure i completely agree with that characterization. >> one of the things i wanted to bring to the board's attention was that there was an m l u m place since 2009 to work closely together. we believe there is always room for better communication so of course we want to work collaborative lee and continue on in that direction. any advice or recommendations, we will take to heart. we believe we have been working collaborative lead over the last 15 months. could we do a better job? probably. i am all for that. and definitely support that. can i address a few other things that supervisor kim mentioned? she mentioned that motorola was proprietary in getting this. we can't change to got the grant. the three bay cities did not apply for the grant. one of the reasons we didn't was because at that time, you needed to come up with a match. that all happened before i was in this position. i do know that motorola has made a number of concessions during our negotiations, inc

the city of seattle has switched from september to august because of the complications of having a september election. before we go down the path of adding yet another election, especially one that takes place in september, lead to more carefully analyze what it would mean for the department of elections and what it would mean for san francisco voters. it's especially important for us to look at how some communities could be impacted by low turnout in september. there's a concern that in some communities, some minority communities, communities of color, turnout in september would be significantly lower. there are many issues that i think need to be discussed and one of them involves the an administrative challenges that will be imposed on the department of elections if we have to add yet another election to the roster of responsibilities they have. i think the debate can go on and on and i know there are different perspectives. i respect the intent behind the proposals that have been put forward, but i do believe the system we have in place is a system that works and a revised system along t
