the intention was really to end lengthy, indeterminate and involuntary commitments that were really complon at that time. the model that was established under the act is a recovery model. it's really based on the understanding that mental illness is treatable. i have some codes here. 5150 might be a term that many are familiar with. a 5150 hold can be used for danger to self or danger to others. most individuals that are held on a 5150 generally stabilize within that 72 hour period. they might be released even after a few hours. it's a much smaller percentage of mentally ill individuals that do not recover within a few days. those individuals can be held on an involuntary basis under psychiatric care for additional holds. the office of the public conservator doesn't get involved in these cases until we receive a referral from a psychiatric hospital. typically we don't receive a referral until someone is on a 5270 hold, which you can see from this slide here is a 30-day hold. i've provided here just a really high level data snapshot to help you understand san francisco's current public conse
