within 24 hours of the shelby kind decision, texas attorney general announced it would reinstitute for coney and voter id laws. federal courts held both laws to be intentionally racially discriminatory, not disparate impact, intentionally racially discriminatory. states and localities held many elections over discriminatory laws remained in place and many people were denied the right to vote. in short, before the racial discrimination could be stopped, the damage had already been done. at least...
