congress -- congress. there are meaningful questions that can be asked. i would be worried about the unanswerable's, posing a question that has no long answer other than i don't know. it could be something like, have you tested a newsfeed algorithm for whether they prioritized divisive issues? if so, will you share the data and if not, it establishes more of a case for oversight. the other question is a pledge. fundyou pledge not to opposition to data privacy or federal data privacy laws? quite a bit of activity at the that facebook is currently in opposition of the those are good examples of the types of cross-examination questions i would anticipate today. >> as mr. zuckerberg goes into the question -- into the hearings, there are two issues. one is the data and how it was people ways the original might not -- might not have approved of and the other is is the biggerich problem for facebook? >> there is no question for the country and probably in the today, today, senators the closer is the 2018 collection, the bigger allocator. the longer duration problem for facebook and shareholders is the data privacy issue. not one of ae is transactional nature of a bargain that we all agree to when we give up our data for free services, it is context and motivation of how the data is used. that is where the european gdp are, really hones in on it. have released a privacy bill of rights in the white house where one of the key rights was respect the context. i think most of us are fine if our data is being used by a benign company to sell us better used by a badt is to soin setting violence discord politically, then we have a problem with it. >> talking about long-term challenges, we are already seeing users engaging with facebook and stagnating. the library on the bloomberg, theally showing you stalling and stagnation happening when it comes to users engaging with facebook and checking facebook every day. in the long run, what is the biggerengaging with facebook and checking facebook every day. in the long run, what is the bigger challenge in the next few years? keeping public trust and keeping them engaged? >> i think you have to step back and look at the leadership of the company. zuckerbergto pile on and sheryl sandberg right now. when you look at their body of work, they have not been as proactive as they probably respect to been with data privacy and the context issue, but in terms of evolving the platform to meet challenges, whether it is mobile, live video, they have consistently risen to the task. so i am frankly pretty impressed by the ceo with an engineering admittedly a much smaller company trying to learn from examples. consistentlys evolved to meet challenges is not to be underestimated and i would expect him to do the same here. i think most efficient holder's are expecting that as well. for your time, cofounder and ceo. and special coverage of the zuckerberg hearing begins at 1:30 p.m. eastern. we see facebook now gaining around 1.4% up for a second consecutive section -- session. for your time, cofounder and ceojulie hyman. julie: thank you. rallying with big swings in the market recently. the major averages are higher. and of course, investors will watch the zuckerberg hearings. rallying with big swings in the market recently. they will also watch headlines out of china. on the one hand, those are being viewed as conciliatory remarks and on the other hand, bloomberg is reporting that high-level trade talks between the u.s. and china broke down last week on the u.s. insistence that china pulls back its support for high-technology tariffs and the homegrown industry. a lot of back-and-forth front.es on that it seems stocks have been reacting, particularly industrial stocks, to those comments in particular. it is viewed as a proxy for domestic companies. the cell has been down quite a bit, ended on a low yesterday but then picking up where we were yesterday afternoon with today's rally here. look at the bloomberg for a better look versus the s&p 500. is the russellen is outperforming again. it is a potential trade war with china and more recently, it has gone down sideways. as a proxy and as a measure. as they are feeling about a chances of trade war. pretty ecstatic across different industries. we are getting technology stocks like apple rallying. exxon mobil among the energy stocks higher on oil prices today. banks like jpmorgan arising an example of that up 3.5%. banks likelarge cats really sprs different industries. >> thank you. a global summit hosted by bloomberg's finance is going on right now in new york. bringing together leaders in transportation and energy finance. alix steel is at the summit. alix: thank you p or i'm here with the cfo. thank you for being here. bloomberg wrote the news saudi arabia would be interested in targeting $80 per barrel of oil. think? congress, sending a letter to congress saying you were reopening the investigation into hillary clinton's emails after anthony weaner's laptop was found to have 100,000 emails to. what was that-- what was the rationale there? because, again, the norm of the standard was that the f.b.i. does not discuss anything having to do with a political campaign 60 days out from the election. >> that's not true, though. >> stephen: it's not. >> the 60-day thing, i don't know where that comes from. but there's a really important norm they believe entirely-- you take no action-- if you can avoid it-- that might have an impact on any election, dog catcher or president of the united states. >> stephen: you had to imagine this would have an effect. >> absolutely, absolutely. which why when the team told me there were hundreds of thousands of hillary clinton emails on anthony weiner's lap top which i couldn't explain at the time -- >> stephen: i can explain it. >> which many missed, there were thousands of emails from the black berry.net domain, which is what she used her first three months as secretary of state. there was no evidence of wrongful intent. she may have been slope -- >> stephen: unlike petraeus, say-- >> right. >> stephen: who gave up classified notebooks to his lover and allowed her to take photographs of them in a state of mortal sin, in that he knew what he was doing. >> and then he lied about it. he was director of the c.i.a., for heaven's sake. she looked like someone who wasn't attentive to tech security, didn't know technology well, but if there was going to be a smoking gun, where somebody would say you can't do this, it would be in the beginning. the team said on october 27, there are hundreds of thousands of her emails on anthony weiner's laptops and there are thousands of emails from the missing blackberry.net domain. this could change the outcome of the investigation. so at that point, what do you do? take no action if you can avoid it. and i kept looking for a door that said, "no action here," and i can't find it. i couldn't i could only see two doors and they were both action. one said "speak," and the other said "conceal." >> stephen: conceal naturally has a pejorative to it, it's speak or standard discretion of the f.b.i. it's not the same thing as concealing. >> yeah, i disagree, though. if we hadn't spoken, loretta lynch and i had not announced to the american people in testimony during the summer and in my statement and other things we're done. you can move on here, american people. there's no "there" there. if that hadn't happened, sure you'd have the option of saying nobody knows about this so we'll keep it quiet. but having spoken repeatedly-- my view, and people can disagree about this-- would be to not speak would be an affirmative act of concealment. i knew something we had told the american people they could rely upon was not true, and not true they huge way-- not some silly way-- hundreds of thousands of emails on anthony weiner's computer. and the f.b.i. team said, "no way, boss, we can review this before the election." so what do you do? speaking would be really bad. concealing would be catastrophic. in my judgment, again, people can see it differently. so as between really bad and catastrophic, it's nothat hard a call. you have to do the really bad thing. >> stephen: one is bad immediately, one is possibly bad later, which sounds like pascal's wager to me. so you were weighing a certainty that it's bad now with maybe people would be upset later. >> i didn't stee as a maybe. >> stephen: let me ask you another question-- we have to take a commercial break. my wife called me the minute this came out that you were announcing that you were reopening the investigation. you sent the letter to congresseaked it, 11 days out. she called me and said, "that's it oop it's over, her campaign is it dead." i said, "no, no, it will be fine. this isn't going to have an effect." which of us do you think was right? >> i honestly don't know. i pray that you're right. it makes me sick to my stomach to think we might have had an impact. i hope and pray we didn't. but i hope this doesn't sound strange. it wouldn't change the decision. if you traveled back to october 28, you can't see the future what, do you do? and -- >> stephen: you get back in the time machine, go back another 70 years and kill baby hitler. but then-- then you come back to october and you don't release the emails. >> yeah, yeah. >> stephen: we have to take a little break. when we come back, i want to talk about russia, and the president asking you about the pee pee tape, when you telling him about it and him talking to you about that, all right? can we do that? >> you can call it that. congress and i have to say so much would be lost to history without they are sharing their stories with me and the book resulted. it is a good time to study about congress and i think people interested to learn more about congress. looking a lot like the earlier periods of congressional history that help to motivate the class to run for office congress abandons the constitutional responsibilities and backtracking on years and decades of bipartisan efforts to reassert as a co-equal branch branch of government to claw back the powers lost to the executive branch a failure to legislate even on issues with bipartisan support just to a failure of conducting oversight and what came out of the 1970s and where congress should be taking the initiative the two ways that i feel congress is beginning to resemble what the senator from pennsylvania referred to so hopefully this book and other efforts underway including by several members of the class will help to stimulate a new generation of people coming into government running for congress that is very gratifying it isn't easy to study congress and not many historians do it when i was at berkeley nobody was studying congressional history. most is written about presidents.
