normally, congressional leaders can simply explain to their caucuses that they don't have the votes to pass what they want to pass and that becomes immediately obvious to everyone in the room, because they all talk to each other and discover that they don't have the votes. sometimes, when things get really tense, congressional leaders actually have to bring a defeated in order to prove to their own party that what they want is impossible. you are now watching john boehner trying to prove to the tea party what is impossible. if his bill comes to a vote in the house and passes, harry reid has promised to demonstrate that it is impossible to pass the senate. >> speaker boehner's plan is not a compromise. it was written for the tea party, not the american people. democrats will not vote for it, democrats will not vote for it, democrats will not vote for it, it's dead on arrival in the senate, if they get it out of the house. the tea party's in the driver's seat for the house republicans now, and that's a very, very scary thought. >> and, if boehner's bill is defeated in the house, it would

as we speak, congressional staff are looking at options to rewrite the legislation to meet our pledge. thises what can happen when you have an actual plan and submit it for independent review, which the democrats who run washington have refused to do. he's referencing there, the cbo, congressional budget office, came up with late tonight a scoring on the boehner bill and put that up, if we could. cbo estimates the legislation would reduce budget deficits by about 1.1 trillion between 2012 and 2021. that's the first section of the boehner proposal. the second part, which would be done by a joint committee, charles, couldn't be scored because, obviously, you have to kind of hammer out what you're going to cut on entitlements. >> the boehner proposal is a

the census count determines how many congressional representatives there are. it is used to figure out funding for counties. sometimes it is our own immigrant communities who really need those resources but are in a weak position to negotiate. i cannot emphasize how important it is to understand that your information given to the census is confidential and there are extra safe marks for the information. there is also big penalties for anyone who inappropriately to full does the information. it is never meant to be handed over to the immigration service. absolutely, the commission should encourage everyone to participate. can you imagine if we got another represented in this area? -- rep in this area? i think we could use it. >> last question. we have heard a couple of suggestions on things the immigrant rights commission could do. the last question is, your top three suggestions for the immigrants' rights commission to begin preparing for building capacity in the community to assist immigrants, not if, but when cir happens. >> there is a lot of expertise in the

congressional leaders followed up their meetings with president obama last night.eport. time is running out. the federal government is running out of money and set to start defaulting possibly on loans in just over a week on august 2nd. john boehner says a deal needs to be reached by tomorrow in order to have enough time to get it voted on by august 2nd. but as our kate baldwin reports, the leaders want a deal sooner than that for a very specific reason. >> reporter: following that dramatic breakdown of negotiations between president obama and house speaker john boehner, congressional leaders met here late on capitol hill to broker a deal amongst themselves. john boehner is proposing a $3 trillion to $4 trillion package of cuts that would raise the debt ceiling in a two-part process, this according to democratic and republican sources. but that two-part process we're told by a democratic congressional aide was seen as a big impasse as democratic leaders in the room rejected that idea as democratic leaderes and president obama, quite frankly, opposed the idea of any

that's not a new topic for the congressional black caucus. our communities unfortunately have a long-term history of unemployment. every year that i have been here, and i'm sure for the 40 years of our existence, job creation has been a priority and that includes summer jobs for our young people, something we still have not been able to get the congress to recognize and fund as critical to the well being of our young people and our community. in this congress alone, c.b.c. members have introduced job creating pieces of legislation. need i remind you that the republican leadership has still today done nothing to create one job. meanwhile, unemployment remains a crisis in our country and in the african-american community, it is a catastrophe. and where is the patriotism of our corporations who are sitting on billions of dollars and still not hiring. i would say if there's uncertainty in that sector, the corporate sector, welcome to the club. as the gentleman from arizona said, lack of confidence. but because of this lack of confidence in the co

president barack obama and congressional leaders are right now trying to figure out how the united statesis going to keep paying its bills. in its simplest terms, the u.s. has maxed out all of its credit cards and can't borrow any more money. the u.s. now owes a whopping $14.3 trillion. the treasury department says the president and congress have until august 2nd, just over three weeks from now, to raise the debt ceiling or the u.s. will begin defaulting on its financial obligations. if that happens, it could have catastrophic consequences around the globe in ways that are even hard to imagine. let's get right to it now. dan lothian joins us now from the white house. dan, we know, ultimately, they need to raise the debt ceiling, but there is deep disagreement on how to get there. have they arrived and are they in there talking now? >> they have arrived here at the white house to begin that meeting and hopefully we'll get you some pictures of that very shortly. look, there's still this wide divide between republicans and democrats. republicans are saying, we know that you need to get reven

in the latest congressional sex scandal. correspondent shannon bream has the details. >> house minority leader nancy pelosi has today referred yet another case involving allegations of sexual misconduct by a democratic representative to the house ethics committee. david wu, a seven-term congressman from oregon, is accused of a "unwanted sexual encounter" with a 2010 high school graduate. of the incident, which allegedly occurred late last fall, wu says "this is very serious, and i have absolutely no desire to bring unwanted publicity, attention or stress to a young woman and her family." in a letter to the house ethics committee today, house minority leader nancy pelosi said, "recent press reports attributed to our colleague, david wu, indicate he may have engaged in inappropriate activity." it's up to the ethics committee to decide whether or not to launch a formal investigation. the allegations are the latest in a string of troublesome incidents which date back to 1976 during his time as a student at stanford. a woman wu h
