and it sometimes feels like, congressional process works. if you look at the budget process or you look at how just as we go from appropriations or budget to appropriations and authorization, you first get there you can displace to make sense. people have been added a long time and it ought to work pretty well, derek and the select committee really realized and demonstrated there's a lot of structural issues that we can improve dramatically. so there is some truth to the idea that we've got to change the structural things but there's a more fundamental problem and that is that people are getting our, the connection between what it takes to get in office and what it takes to serve well in office is distant. it's a differentskill set , it's not a merit system. and then once you get power you want to hold power the same way you got it. that takes reform and it's especially difficult and i'm not sure someone who has run for office in an academic realm fully gets that especially if you didn't run in a swing district. if you run into the swing dis
