congress that the legislation does not pass that which applies to a particular area unless the congressional representatives from that area acquiesced. they have an informal veto almost all the time. there's a small handful of exceptions but that's the genera for aot moment if you have a collective body with the representatives, a representative from ohio to ram something down the throat of a representative from utah for the thing willhe samear happen to them so there is a sort of unspoken agreement that local legislation has to have acquiescence from the local members and that is what he did in the wilderness act. he underestimates the support that would develop at the grassroots for limiting such to the public land. there were individual pieces with the acquiescence of local members of congress that put more than 100 million acres of public land into the wilderness system is shown in this chart. now the uproar in 1980 was the result of the alaska landfill. there's 375 million, they didn't skew the statistics about the public land. but the most interesting thing about the chart to me is you
