we are here in the congressional investigations exhibit in exhibition hall and this is an exhibit that speaks to how and why congress does one of its most important jobs. the constitution, and gives congress the power to legislate. but in order to do that, congress needs information on what topics it can legislate on what needs to be legislated about. and congress gets that information through investigations. so at any given time, congress can be investigating. for example, if a law is being implemented as it was intended to or the cause of a disaster. and and it gathers information and uses that information to create new laws. one of our goals for this exhibit was for americans to be able to get a better understanding of the things that happen here in the capitol, the things done by their representatives in congress. so because investigations are one of those things that congress does so regularly, we wanted to highlight that and we wanted to show historical examples of congress investigating so that so that visitors can use that example to better understand what's going on right here

there's a close congressional race there. there's abortion measures on the ballot, so it all depends on turnout in voter sentiment. quex for those of us not familiar with nebraska's political landscape, what is it about the second congressional district that makes it a more purple district than the rest? >> it's the most urbanized district in the state. it contains omaha and a few of its suburbs, whereas the rest of the state is largely agricultural. the first district, which includes link, which, the city itself tends to vote democratic, but it's included in a congressional district that is overwhelmingly republican, so it's electoral vote has never switched. and then the third district, which is huge, most of the state is very solidly republican. >> was a government involved in the efforts for winner takes all? >> that's interesting. he came out with a statement that said, sure, i support winner take all and i will be happy to call a special session to change to that system once there are sufficient votes to do that. nebras

it's time for the recount in a high-stakes congressional race. this was the one that ended in a tie. today in this warehouse in san jose, election workers started the process of sorting through about 150,000 ballots that were cast during our super tuesday primary. this was back in march. this is district 16, covering santa clara and parts of san mateo counties. evan low and joe simitian both ended up with 30,249 votes each. they tied. if the recount changes the vote total, the winner will advance to the novembe ection to face off against the top vote getter, sam liccardo, who you just saw there. if there's still a tie aft t recount, both low and simitian will advance to november along with liccardo. so we would have three candidates. joining us now is nbc's robert handa. robert, you were there today at that recount location. what's the process here? take us behind the scenes. >> reporter: well, basically earlier i described it as controlled chaos because that's kind of what it seemed like. people were running around. there's about 30 different wo
