reporter: this notice of claim filed just today follows incidents that unfoldled here in front of conlon hall in march. two students were paging part in what they call -- taking part in what they call a peaceful march. they say the protest turned violent and they are blaming the police. >> what are you doing? what are you doing? >> reporter: in march, dozens of students conducted a loud protest outside and inside san francisco's conlon hall, angry at tuition policies. two protesters say campus security and san francisco police went too far in trying to control the crowd. one of them seen in this video says he was thrown to the ground by officers and arrested. >> my wrists were broken and i received a concussion. i was then hauled up two flights of stairs and held bleeding without my eyeglasses on the hallway of the second floor. >> he was arrested inside the building by overly aggressive police officers. >> want to seep our elected board of trustees back in power. i would like to see police officers -- >> i was tackled to the ground, choked, scratched and pepper sprayed. i was put in a h
