either of my colleagues, the gentleman from connecticut has been a great leader on this issue. >> i thank the gentleman from new york for his treatment of the facts. and mr. himes: one of the most disheartening aspects for -- of the flotilla situation was the facts set aside by much of the world and instead prejudice was allowed to emerge, a prejudice against our ally, israel and we learned that the facts are a good deal more complicated than we were led to beeve initially. this was a flotilla with more than one agenda, a flotilla with a clear intention of provoking the kind of response that was ultimately provoked. and make no mistake, there isn't a person in this chamber or anywhere else that isn't saddened by loss of life. i would like to step back from the facts that mr. wiener did a good job in articulating, to larger issues that cannot be lost in our relationship with the state of israel. the best way i can encapsulate, israel for the united states, is family. we speak of a special relationship with great britain. we have at least a special relationship with the nation of israel. it

disbanded in this bill, and when a bank goes under and new hampshire or connecticut, and the people who have their entire life savings in that bank expects the fdic to come in and protect them to the extent of $450,000, you just get the money on this bill. how do you do that courthouse you spend the money twice, mr. chairman? it is impossible to spend the money twice unless you are in the united states congress and you ignored the rules of financial budgeting. if we did this in a private sector, we would all be in jail. this is fraud and the american taxpayer, that is clear and simple. that is all i'm going said. and this is a responsible way to address this issue? i guess that is why we are 13 trillion dollars worth of debt and we're doubling in five years in tripling in the next 10 years. this is not responsible. this is profligate and not even honest. it is misleading, saying one thing and doing exactly the opposite, spending money twice, by allied it -- violating a law that we wrote -- not all little sense of a law, no beer you can get the attorney general to say, on obligated funds

connecticut. caller: i really don't have a problem with what helen thomas said. it is her opinion, she is allowed to say it. my big thing is, i am for america. host: tie that in. what do you mean by that? caller: what i think is backed, over here, she just wanted to say what she thought and now people are jumping on her. he can't just jump on people for saying what they think. because there would be no discussion of anything. and i think that israel's interests are not in line with america's interests over all. in some certain areas i'm sure they overlap. but i think that israel has an overarching influence, more than it is a relative -- not even say population, but the amount of people of jewish philosophy -- ideology, zionist ideology. because not all people of the jewish faith our zionist and believe in the jewish state. i would like to direct people to buchanan.org -- a lot of very good information of people care to read about it. host: here is a look at a story -- actually it slipped away from me for a moment. we will get back to it. we will go to rodney fro

connecticut, what do you make of this 5% proposal? caller: i think if it is done right, it is ok. there should be a drastic cut in the military budget because we are spending, what, $700 billion a year and we are not solving that much. we have not called bin laden and dave do not have a defined mission. i don't want to see them hit the scene years any harder. we paid -- i don't see him hit the seniors any harder. we paid into social security and the money was taken out to pay for other things. host: you are saying cut defense, protect seniors. where else might you cut to achieve the 5%? caller: i would say some aid to foreign countries. i don't know why we just gave israel more money and they have health insurance. and other countries we should not be giving aid to, either. we've got to help our own country first. it and we've got to get tougher on letting people into the country and taking, like, illegal aliens and taking advantage of our medical system. we've got to take care of our own people first. host: previous administrations have yet to justify programs but budget analysts
