one supervisor connie chan who chairs the city's budget and finance committee says across the board business tax revenue is decreasing and the city can no longer rely and one-time funding sources to stay afloat. we can get this done. we can have effective city services and we do spending at the same time. i'm confident of it in her budget instructions. the mayor is told departments to identify ongoing permanent spending reductions a 15%. but chances across the board cuts are not feasible to police departments. right now. we all know it's been short staffed. so to expect them to decrease their budget by 15% potentially even higher hiring fridays. we know that's not acceptable for our public safety agencies like the police department. >> the mayor also suggests the possibility of a hiring freeze, but chan believes that should be for managers only the mayor also suggests a review of all grants and contracts with outside agencies that provide services. chan says that's a good idea considering it accounts for over 1 billion dollars in spending instead of considering lay off of staffing. we need t
