connolly, thank you very much. i appreciate your invitation and i'm delighted to be here to speak out against h.r. 4182, the so-called ensuring a qualified civil service act. and the first complaint i've got to lodge about it is the process by which it's taken place. this is a radical change in civil service hiring policy and in the workplace without a hearing. and i know we've grown accustomed to that. but let's focus on the fact that here we are in the nation's capitol, we've got all of the employees and the managers and the supervisors, everybody here, and we didn't even have a hearing to discuss why this might be necessary. then it's passed on a completely party-line vote in the oversight committee. which leads to the suspicion that this has nothing to do with the integrity of the civil service or the excellence of the civil service, the things that we should be thinking about, but it has to do in fact with a partisan mission and i just -- >> would my colleague yield? mr. raskin: by all means. mr. connolly: did

connolly: mr. chairman -- as the chairman indicated, i appreciate the intent of my friend from montana, but this is a bad bill. we ought to be studying the effect of the existing pilot program at the department of defense to see how it works and we ought to be adopting the g.a.o. recommendation of better training for supervisors who the g.a.o. found were ill equipped to evaluate employees during one or two year pro beagsary periods. my friend my -- may agree with this, our committee is the locust for government-wide initiatives such as this. we have had not had a single hearing on this bill or frankly on the subject. and i think that's a huge mistake. we are putting the cart before the horse. i think we ought to return to a more empirical-based policy making especially when it is a policy that will affect every future federal employee and those numbers are huge given the baby boom bulge ready to retire. that's 40% of the work force and has to be replaced. while i appreciate the intent of my friend

we now know that ten victims were transported to connolly medical center.ransported this by ambulance. this hospital is 18 minutes southwest of sutherland springs. the hospital says that they had to air life one victim that arrived at that hospital to a hospital in san antonio. we've called other hospitals, but we do know that connolly medical center is a level iv trauma hospital. level iv is actually limited. level i trauma hospital would be the hospital that could deal with the most severe of injuries. we know that connolly hospital medical center is the closest hospital to that baptist church, so it would make sense that many of the victims who could be transported by ambulance would go there. but in terms of the most severe of wounds, we know that the better hospitals to deal with that are two hospitals in san antonio. that would be the brook -- the san antonio military center that is, actually, described as the army's premier medical institution. we know that they are a level i trauma center, and we also know that the other hospital would be university
