and connor powell is following the story. hi connor. >> well the syrian city is one of isis' most important strongholds, their self-pro claimed capital. and overthe weekend, u.s. jets released one of the strongest strikes that syria has seen in recent weeks. pentagon officials telling us it was no coincidence that it was on the fourth of july. and u.s. authorities telling us it was targeting militant transit routes. and several bridges were destroyed. sounds like it was a powerful 24 hours or so, really rocking the city. and the u.s. campaign against isis has seen mixed results. the fighters on the ground air strikes have been successful because they were paired with a ground force. but without a ground force, there has not been much in the way of success, and the lack of coalition partners the moderate rebels the u.s. is trying to train and find hasn't really materialized. so trying to find targets that haven't been identified they haven't been effective. the big question is can the u.s. administration get the moderate fight

nbc10's rosemary connors joins us live inside the pennsylvania convention center where this is getting under way. there's a lot of heightened security ahead of the president's visit there, right, rosemary? >> reporter: that's absolutely right. a much different picture in terms of security today than what we saw yesterday. philadelphia police are patrolling the perimeter of the convention center. as you can see, patrolling the halls inside. tsa is even helping out with some screenings. this is all in preparation for the president's visit later on. he's expected to address the attendees, the delegates gathered here for the naacp convention this week. the focus of the president's speech will be on overhauling and reforming the criminal justice system in america. now, his speech comes on the heels of a major announcement from the white house just yesterday. president obama will commute the sentences of 46 nonviolent drug offenders who are currently serving time in federal prison. yesterday in a video released from the white house the president taked about his decision and he discussed the

nbc 10's rosemary connors has the latest from police headquarters. >> reporter: that's right. police are holding the 56-year-old person of interest in the murder of the recent drexel graduate on a burglary charge after investigators say witnesses placed him inside the victim's apartment building when he was not allowed to be there. he had been fired from his job as a maintenance worker one week before the murder. it was last thursday when 27-year-old jasmine wright was found strangled inside of her apartment in west philadelphia. she had recently earned a graduate degree in public health from drexel university. detectives did not find any signs of a struggle or forced entry inside her apartment and so for that reason they suspect the victim either let her killer in or that the person had a key. even though witnesses have told police the former maintenance worker the person of interest was in the building on the day of the murder police have not been able to prove that he was actually inside that victim's apartment. we will continue to be out here at police headquarters through
