this is why i am really excited about conservatorship legislion. we provide someone who is a guardian to make this decision. it infringes on civil liberties. there is quite a bit of controversy. >> we understand that, but jails and hospitals g are be used as mental health institutions for people suffering from things like schizophrenia or the psychosis that develops because of drug use. is it okay to say that there is nothing to do and we allow it to continue, we fix it or allow things to continue the way that they are, i don't accept that i think there is a balance that we can pride as a city, mental health stabilization, wraparound supportive housing, some people are not accepting the help that arwe offering, and they need a little bit more support. that es require someone to make a decision for them, unfortunately when they cannot make a decision for themselves otherwise we will not put a dent in this problem. again it is not just one thing, it is a number of things creating these problemsiand i am pro competitive solutions to help address them.
