you will see it later in the construction of that project and that's what you see often with the construction projects. there's not an even use of lbe's throughout the contract time. in most cases -- we strive make sure they meet the mandate but you will see that vary quarter to quarter and especially with the construction you don't have necessarily a smooth use of that, so overall we paid almost 14 mundz in the quarters and 2 million went to lbe's. we're required to report on local 21 personnel transactions during the quarter so we had one separation and three payments and one was a full time position and two were interim positions. we currently use dpw and have 26 projects they're wholly managing or partly managing for us so in conclusion -- it should be why we didn't meet the 20% goal in this quarter. we actually expect the contractors to meet their lbe goals. we spent $2 million that money went to the contractors and we are currently working on streamlining our contracting process. if you have any questions that concludes my present. if you have questions i am happy to answer them. >> i j

business enterprise requirements for construction projects issued by the city. so in the past five years, there was a similar assessment district that was called the tourism improvement district. and that district also assesses hotels throughout san francisco. and a portion of that assessment district funds the renovations to the moscone complex, which are finishing up now. and we're very successful and -- based on that partnership through the private funding mechanism and public process, in terms of it being moscone convention center, we feel really confident we can move forward in the same sort of manner with the moscone expansion. but the renovation included efficient heating, ventilation, air conditioning, 24 new restrooms, energy-efficient lighting, free system internet and improved way-finding and graphic decorations to improve the structures and the livability within them. it's a leed gold certified renovation and those have been finished; the assessment portion of the first moscone district will term out next year and there will be continued assessments

we don't mean it as a factual construct. we don't mean that there is actual an idea that someone has free will and has made a conscious choice and that we can somehow measure it. i think that in the criminal law, what we mean by free will is essentially a conclusion. it's not a premise, it is a conclusion. we have concluded that the person should have and will take responsibility for their action and therefore they had free will and they're going to take the consequences for that. the problem is when we start actually believing the rhetoric, we actually start believing what we're saying, if you think that, if you use free will normatively, used as a value judgment about when somebody should have to take responsibility and you use it that way in the criminal law, what happens is it starts bleeding over into what i call thequasi- criminal law which is civil commitment. in the civil commitment area, we also use this notion of free will that we generally call volitional control, but we use it in the classic example today because

some improvement ideas emerged from those studies and are under way or construction but there are more to come and there are funding decisions on those potential improvements, so just a quick update on some of the work that is being completed already. about a year ago the west side walk way was open and on the image to the right. that project was sorely needed and allows pedestrians to access the station from points north and west to get to the bart part of the station. the remaining item there is get those pedestrians to the muni light rail boarding areas and there is a project actually under way to make that final connection that bart will be talking about in just a bit. there has been a new crosswalk installed at the intersection of the 280 northbound on ramp and ocean avenue to help pedestrians access the station from points north and to the west. i mentioned before that there have been previous studies by the agencies involved to really think about how we can improve this area and this facility. some of them have been funded by the authority and they have resulted in improvement i

what you see on the left photo there is construction of the five new filters at the plant there. the -- valley water treatment plan is much further along. we're 90% done over there and we anticipate to reach substantial completion in march of 2013. i've also been pleased with progress being achieved on our two ongoing tunnel projects. two-thirds of the half mile tunnel has now been esexcavated. it has dried out allows us to achieve a bigger production rate. we can see more groundwater inflows, but overall i'm very pleased with our moving there. on the bay tunnel, 90% of the tunnel has been excavated now. the total boring machine did cross all the levies. the last levies under the salt ponds on east bay without impact to the surface so we're pleased with that. what you see on the right side is the receiving shaft in newark. so work there has progressed very well. and if all goes according to plan we could be achieving break through -- hole-through rather early in 2013 and this of course would be a major -- is going to be a major milestone for us. now, the remaining slides deal wit
