and finally, working on a new ordinance for solar and new construction projects. we also on the legal side of things are working on improving, code compliance which in some sectors means helping contractors and inspecters actually improve the projects so, permitted projects actually achieve the intent of the code. and then the second part of it is getting non-permitted projects to actually take out a permit and comply with energy code. and these are things that we are using grant funds to perform. and on this renewable side, just going to briefly touch on solar. we operate the, or the staff, and the solar task force that had been started by the tax assess ors office several years ago and we worked on a number of purchasing strategies using employee groups, or types of buildings, like private schools. and we provide some technical assistance and we worked on multy tenant buildings and the strategies, and we do the targeted out reach and aggregate and then we educate the contractors about the financing opportunities for their clients. and we operate the san francisc

construction project that's covered as currently by the local hiring principle. >> thank you and explain some of the deliberations we've had around the prevailing wage and so the next section of the ordinance that's in our package rather than having a new class of construction projects that would be covered by the payment of prevailing wage on projects owned by the city and county the supervisor and the folks took did opportunity opportunity to align this prevailing wage with state law. if we add this payment in the subcommittee where in november of 2013, the california leg all right. passed the requirement to the chapter city pay the prevailing wages as denied by the state as of january fixture 2015 or they're not entitled to seek construction fund. this adds any category of projects covered by state to our requirements it didn't take away any of the prevailing wage requirements but any loopholes or gaps that project is brought brought into it by this amendment. there's one other amendment an amendment dealing with an issue not in our package that was discussed with our office i'll have to read it read into the record >> so this is a fourth exemption to the local hiring policy to add to s

that, there were 4 contracts that are not bound by the ordinance because they're too small. you can see that in the case of next contract pdb construction is less than $400,000 which is the requirements for construction contracts. for professional services, all of those contracts are below $50,000 and therefore were required to comply with 14b of the administration go. however, it's really important to note that of these 5 new contracts 3 are actually obe themselves and i should note that david perry and associates is currently in the process of trying to become obese or certified. so things like a pretty good success there that 4 out of our side 5 contracts could be obe's. the information you're probably most interested in is how are we doing on our contract so far this fiscal year. what i found is that overall, of the $8.69 proximately that we paid to contractors, only about 14% of it has gone to lps. i apologize. that's actually typo. it's 40% lb contractors. not just subcontractors that. so that's below the port commission's general goal of 20%. additionally, for contracts that are compliant with 14 point b, 7.5 million have been pa
