may use its own continental shelf. it places certain commercial conditions -- conditions on surge in commercial activities on the shelf beyond the 200- nautical mile mark. specifically, it would require the united states to make royalty payments for the exploitation of mineral resources on the ecs -- up to 7% of the value of the production of resources would be paid by the united states to the international seabed authority, which would then redistribute the funds to other members of the treaty, particularly to developing countries and landlocked nations. landlocked nations have a great deal to say about how the oceans should be regulated. the united states is transferring a portion of its wealth on its own continental shelf, in the form of royalty payments, to an international body and giving them the power to redevelop -- redistribute it to the developing world. who is paying these royalties? some of the oil and gas people here have thought about this question. as it is written, the treaty places the responsibility f

united and continental. did my network just get better?r is this for the profit of the two airlines involved? guest: all the above. one of the reasons for doing mergers is a large, global, corporate contracts. that is what they are competing for. a couple years ago when we saw the delta and northwest merged, that created the first global airline. united and continental will be able to compete with delta. you can fly from any point of the world to any other point in the world. on the consumer side, that is the benefit. host: why couldn't we do get beforehand? guest: you could, but you had to fly in two different airlines. it gives you the ability to bid for the largest contracts out there, where you have people like exxon mobile flying at the front of the plane, along as a mileage and giving you the biggest fairs. host: you mentioned the other merger. how is this one different from the first merger you mentioned? guest: they are not that much different. you have to large national airlines that had incomplete route maps. -- you had two large

while the united states has not ratified the treaty, we continue to map our extended continental shelf. we have been working cooperatively with canada the last two summers on extending continental shelf data where we are scheduled to work again this coming summer. the u.s. ice breaker heely completed the second summer of joint mapping with the canadian ice breaker. and though each ship, the healy and the canadian ship has their own equipment to accomplish the mission, combining the efforts together provides better data and can certainly cover more area together. canada is expected to make its submission to the commission in december of 2013 so as to meet its deadline under the law of the sea. the united states, as i previously stated, will not be able to submit its claim, not until we ratify the law of the sea convention. i am pleased that ever so slowly -- and it does seem painfully slow at times -- the united states does seem to be waking up to the fact that we are indeed an arctic nation and an arctic nation with responsibilities and obligations. i'm confident that with growing lead
