let's begin with the dust released in contra costa county. a refinery in martinez alerted the county of the problem. now there is concern about the dust that has settled on the ground in nearby neighborhoods. our velena jones went to check it out. what can you tell us? is this stuff toxic? are people at risk? can you see it? >> reporter: so you can see it on some of the surfaces. it's this like black soot type of dust that we're seeing in the area. this started around 8:30 this morning. the county tells me they weren't actually notified that this had happened until 10:30. so what we know right now, this material, this dust in the air is called coke dust, and it's part of the petroleum refining process that happens here at the martinez refinery company. so right now, what officials are concerned about is if you inhale this, they say that is bad and detrimental to your system, but this all -- this release only did about a minute of release of this product. so right now they don't know how far it spread or how much was released. they just know t

now to the latest on the fire that's been burning in contra. costa county crews have been able to stop forward progress and a brush fire burning in hurt hercules crockett carquinez fire department responded to the scene around 3 o'clock today. crews say it burned up to 3 acres before being put out. so could be seen from 2.80 today after encampment fire spread to a car in the city's soma neighborhood. crews rushing to the scene at one 88 hooper street this afternoon. the fire department confirms no buildings were affected and no injuries were reported and dublin, a possible gas leak forces shoppers and workers to leave a whole foods. alameda county fire says they detected a leak from one of the refrigeration units this morning. the hazmat team also arriving on the scene. no injuries were reported and no word yet on how long the store will be closed. in the east. bay outages left around 2000 people facing the high heat without any power this morning. those outages happening around 9.45. in the danville and san ramon area pg e estimated that power would

happening tomorrow, contra costa health officials plan to meet to discuss the 2021 oil spill chevron's richmond refinery. the pollution started at the refinery marine terminal 757 gallons of diesel water mixture leaked into the south of richmond wharf. the monday meeting will take place at the richmond convention center from 6.30 to 08:30pm. the ruby princess cruise ship returned to san francisco today after completing its seven-day voyage to alaska. the cruise was cut short from 10 days to just 7 after ship crashed into pier 27 back on july. 6th. no injuries were reported, but the ship was damaged in required emergency repairs as well as inspections by the u.s. coast guard. the ruby princess has since departed for its next voyage. a 10 day roundtrip cruise back to alaska. meanwhile, in alaska, powerful earthquake in the southern region of the state triggered a brief tsunami advisory overnight. the 7.2 earthquake happened just south of sand point in the alaska peninsula. the tsunami warning has since been canceled. there is currently no threat for the pacific coast. as of right now, th

contra costa firefighters are also using a drone to help search for the other person. new developments in antioch, where a judge heard motions in a case involving police officers linked to the racist texting scandal. the hearing was to determine if the officers violated california's new racial justice act by trading racist texts. the case centers around antioch police officers and four black men who were charged in a -related shooting two years ago. the judge will allow the officers to testify with their lawyers present, despite attempts to block their testimony by the prosecution. the next hearing is in martinez on august 25. mixed reviews about one of the city's newest bike lanes leading to questions about the effectiveness t project. the bike lan is on valencia street in san francisco. it runs from 15th through 23rd street, and it is still under construction. but it is already being used. the lanes run down the center of the street and between traffic, and cyclists say the lane protection is minimal, with many of the plastic posts destroyed within a week of being in
