i am the chair of the contra costa county board of supervisors and i am chair of the contra costa county fire district and i am the county supervisor who represents this area and i am here today with other representatives from our first responders and i want to start by saying that the whole response here has really been a cooperative effort of a number of local agencies including contra costa county fire, richmond fire, contra costa county hazardous materials which is part of our health department, the walnut creek bomb squad is here, the city of san pablo police department, and the fbi bomb squad is now unseen. you will hear more about that. the whole response here has been about , first protecting public safety, which is why there was an evacuation zone yesterday. you will be hearing today that the evacuation zone is going to be reduced in size this afternoon. and, we are working with the red cross where individuals who have chosen to go to the gym in contra costa to stay overnight or seek any help from the red cross, individuals can go there. the whole effort has been to address the

west nile virus is widespread in contra costa county. nola woods is a spokesperson for the mosquito and vector control district so far in contra costa county. we have had 10 birds, 10 dead birds test positive for west nile virus. and they have come from all over contra costa county in july and august 7 groups of trapped mosquitoes have also tested positive for the virus. >> contra costa health services says no humans have tested positive this year. the last person to test positive county wide was last year and they recovered since 2005. 75 people have been diagnosed with the virus and in 2006, 2 people died from the disease. jump out any standing water and scrub those containers. >> and to make sure that they're wearing repellent when they're going to be out at times where mosquitoes are present and check their windows in their door screens and make sure that they fit properly in. they're in in good shape so that they're not letting mosquitoes in-house diseased mosquitoes can infect humans and animals with a single bite. >> in concord, p

know the state of the richmond business as the contra costa county health department investigates 2 deaths caused by legionnaires disease. one person died thursday night and the other friday morning. this facility. >> and it was operating without a health permit from the county environmental health department and all pools and spas are required to have environmental health permits. samples of the spas. water are being tested in a lab. well, contra costa county supervisor john gioia is calling on the county's health department to investigate and identify other unpermitted spas and shut them down. this could be the tip of the iceberg. we don't really totally know. but i think a lot of us would not be surprised if there were other spas out there didn't have a valid health permit. officials are encouraging anyone who may have visited is and a spa to watch for legionnaires disease symptoms. those include shortness of breath, muscle aches and fever, according to supervisor, joya, there's only been one time that the cdc reported a case that was spread from person to person. there's really not a m

it's also the contra costa county bomb squad contra costa. fire officials say they've been dealing with a backyard said chemicals. it could be either toxic or it did. the home is on the 900 block of av and we have police and firefighters here. there was a regular yourself are in place that was 12:50pm, and then it was updated evacuation. that happened at 04:20pm. it's all in the area of giant road minor avenue, 11th street and homer avenue. so officials are asking all the people in area too. go to that emergency shelter, which they can stay at for 24 hours. they can bring their pets with them. passed leave. they just need people out of this area because now the bomb squad is a year. then make sure that everyone is safe and that whatever he hazardous materials are. don't hurt anybody and they get that under control. i can see there some people down the street working on that right now, the bomb crew and clients get all under control make sure everyone is out of the home. >> a man this look like it's some kind of a criminal investigation? do we

rejoining us is contra costa county supervisor john gioia. we got our connection fixed there.n terms of your response, you wasn't aware. is this common across the bay area counties that health inspectors cannot access and go inside these day spas? >> well, we first have to be informed that they have a hot tub that requires a permit. there are a number of day spas that may not have a hot tub, that may be just a massage parlor or have other personal services but not a water feature. our responsibility extends to pools and spas. so we take it very seriously to inspect them regularly, which is why i've asked the health department to work with cities to identify those types of day spas that operate in those cities. we will then double-check with our records whether they have an environmental health permit. and if they don't, we'll go in, shut them down, and require them to have a permit before they reopen because as we can see, not just in this case with legionnaires' disease, there are other health risks if you're not operating one of these health spas properly. and that's why per

contra costa county fire says they hope to have people back in their homes within the next few hours. they are still trying to figure out the chemicals and products that forced evacuations yesterday. they say that hazmat crews should be done with this investigation and the cleanup tonight. they have been removing chemicals from the backyard shed on stanton avenue all day. firefighters say the homeowner died six months ago and his brother found hundreds of chemicals in the backyard shed when he was cleaning out the property. firefighters say the chemicals had been improperly stored for years in different containers and boxes. >> at this point most of it has been contained and stabilized and transported from the residence to a facility where will be disposed. >> the walnut creek bomb squad has been taking the lead in the investigation. people who had not evacuated were gathered at the gym at contra costa county community college. >>> some people in oakland are feeling like calls for immediate help have been heard. we first broke this news yesterday that governor newsom is sending more c
