this week officers from law enforcement agencies in contra costa county are getting crisis intervention trailing to help them deal with the mentally ill. ktvu's noelle walker has the story new at 6:00 p.m. >> reporter: before the crime scene tape, before evidence markers in discovery bay and 9- year-old jordan almgren played his last baseball game, before all that, there were signs of trouble. >> there is absolutely no doubt mental illness caused this. >> reporter: the public defender says the family of william schultz called called the contra costa county sheriff's deputy concerned about his mental health. they said he didn't fit the criteria. a danger to himself or others. the same day this father said he called police for his 17- year-old suicidal son hoping he would be taken in for a 72 hour hold. >> the cops come out and they say he doesn't fit the criteria. well, are they therapists? are they doctors? no. they are police officers. >> reporter: his son went to the hospital for just a couple hours. >> if you are not -- i don't know, holding a gun to your head they are not going to k

contra costa ton sheriff's deputies say -- county sheriff's deputies say the prime suspect is 18-year-old william schultz. he was staying with the boy's family. the suspect's father visibly shaken as he opened the door told kpix 5 his heart went out to the victim's family. >> this wasn't a random act. this wasn't some sort of you know stranger that came into the home and murdered a child. this was a family friend. >> reporter: police there still investigating a motive in this case. a neighbor says there may have been a sign schultz would snap. he says schultz has been just -- just been placed on the psychiatric hold and was released saturday night just -- saturday night just hours before the boy died. live in discovery bay, i'm ryan takeo, kpix 5. >>> today air quality officials are asking for help as spare the air season begins. the goal is encourage people to reconstitution air pollution. the -- reduce pollution. the most effective strategy people can take is to rethink their commute and to avoid driving alone. that might include carpooling, taking public transit, or biking or walking.

contra costa county district attorney's office then asked local law enforcement agencies to send them their unsolved cases. extensive interviews along with new dna testing led them to daniel huff. he would have been released from the solano county jail today instead, he is charged in the cold case murders of two women. he is accused of a 1993 death. the woman was found in her boyfriend's back yard. the other murder nearly 30 years old happened in 1987 in tilden park. the woman was also raped and strangled to death. she was a 21 year old young mother. the district attorney explains the new changes in dna testing that helped his office. >> it's getting quicker. it's gotten more accurate. and so that's allowed us to do more with cases. although some people still seem to think if we did dna testing back then there's nothing more we can do. and that's not really true. we can do it with smaller samples and do a lot of different things. so that's changed. >> reporter: the d.a.'s office says huff may be related to other cases. anyone with information is asked to call the district attorney's o
