let's begin with the dust released in contra costa county. a refinery in martinez alerted the county of the problem. now there is concern about the dust that has settled on the ground in nearby neighborhoods. our velena jones went to check it out. what can you tell us? is this stuff toxic? are people at risk? can you see it? >> reporter: so you can see it on some of the surfaces. it's this like black soot type of dust that we're seeing in the area. this started around 8:30 this morning. the county tells me they weren't actually notified that this had happened until 10:30. so what we know right now, this material, this dust in the air is called coke dust, and it's part of the petroleum refining process that happens here at the martinez refinery company. so right now, what officials are concerned about is if you inhale this, they say that is bad and detrimental to your system, but this all -- this release only did about a minute of release of this product. so right now they don't know how far it spread or how much was released. they just know th

a man faces federal charges for allegedly shutting down the computer system of a contra costa countyment of justice rambler gallo damaged a computer to an installed the main operational system for the discovery bay plant. prosecutors say gallo was an employee of a company contracted by the the city to operate that facility. prosecutors say in january 2021, guy access the computer system to an install software protected the water treatment system, including water pressure filtration and chemical levels. gallo has been charged with one count of transmitting a program, information code and command to cause damage to a protected computer. if convicted, he faces the faces up to 10 years in prison. happening tonight, officials closed a portion of highway 4 in brentwood this weekend for construction that's happening in the eastbound direction between lone tree way and sand creek road starting at 09:00pm tonight. that road is expected to reopen tomorrow at 07:00am eastbound traffic can exit at lone tree way. local police are still looking for this missing teen. take a look at your screen the
