let's begin with the dust released in contra costa county. a refinery in martinez alerted the county of the problem. now there is concern about the dust that has settled on the ground in nearby neighborhoods. our velena jones went to check it out. what can you tell us? is this stuff toxic? are people at risk? can you see it? >> reporter: so you can see it on some of the surfaces. it's this like black soot type of dust that we're seeing in the area. this started around 8:30 this morning. the county tells me they weren't actually notified that this had happened until 10:30. so what we know right now, this material, this dust in the air is called coke dust, and it's part of the petroleum refining process that happens here at the martinez refinery company. so right now, what officials are concerned about is if you inhale this, they say that is bad and detrimental to your system, but this all -- this release only did about a minute of release of this product. so right now they don't know how far it spread or how much was released. they just know th

so far, there have been 3 people who've been killed this holiday weekend on contra costa county roads of during the maximum enforcement period which began on friday evening. it goes until midnight tomorrow about a 30% more of number of officers are going to be out there patrolling the street. well, most stops do end in a citation for the original fence. chp tells us some of those stops escalate. >> every stop could potentially turn into a dui investigation. anytime we talk so on. and during a traffic enforcement stop are looking for those signs. and sometimes they are. they starting the speech about. >> so far the contra costa county area, chp has seen 12 duis and we're being told that during the maximum enforcement period officers are not giving out verbal warnings. they are citing everybody for any traffic violation to try and keep the roadways a little safer for the rest of us happening tomorrow through out there, celebrating the 4th in fremont. several major roads are going to be closed because of the city's 4th of july parade on your screen is a list of the roads being affected.
