. >> we just got that statement from the contra costa county health department. they are sending a hazardous materials team to the refinery to investigate, but at this point no shelter-in-place order has been issued. this video posted on social media gives us a closer picture of what is going on. this was at 4:10 this afternoon. you can see multiple flames and a thick black substance coming out of the top billowing over richmond and the east bay. here is a look from our chopper above the refinery. this is what is known as flaring. chevron says it started when they lost power to a portions of the facility in richmond. flaring is typically done for safety and to keep the refinery running, but it can obviously cause some concern, not only about the safety of the refinery itself, but also what this output is doing to the air quality here in the bay area. now the refinery sent out what it is calling a level one on its community warning system. they say that is because of the visibility of this. chevron says everybody can go about their daily lives and no action needs

"today in the bay"'s bob redell is following the latest on that investigation. >> reporter: fortunately, yes, all the officers and other drivers involved are going to be okay. but chp believes the slick roads definitely played a role in one of those accidents. around 11:40 last night, an oakland police officer was headed on eastbound highway 24 in orinda when they lost control of their patrol car just past wilder road and crashed into a pole. the officer was taken to the hospital, is expected to be okay. chp and opd are investigating the crash. a chp officer told our photographer on the scene the rain overnight played a role in that crash. then around 1:30 this morning, there was another crash at the same

starting today, alameda county, contra costa county, san mateo and sonoma counties will require health care workers to mask up when they're at work, while santa clara county will not only require doctors and nurses and other health care workers to wear a face covering, but also patients or anyone else visiting a health care facility. this masking mandate is not a surprise. you might recall earlier this year, those counties announced they were recovering face coverings in response to the respiratory illnesses like the flu, rsv and covid, which spike during the winter months. following a slight summer surge, covid-19 cases here have been dropping across the state and country, fortunately. in late august, the state's test positivity rate reached 13%, that's its highest level since the summer of 2022. but it's since dropped to 6.5%, that's as of october 27th. however, many health experts do expect a swell in cases this winter, as has happened each year since the pandemic began. this mandate, by the way, is a seasonal mandate that is expected to last until the spring. reporting live here in

now to developing news in contra costa county, where health officials are concerned about a cluster of tuberculosis cases among visitors and staff at a popular casino. there are 11 confirmed cases of tb linked to the california grand casino in pacheco and as abc seven news reporter dustin dorsey explains, there might be more. >> if you visited the california grand casino in pacheco over the last five years, the odds are greater that you may have been exposed to tuberculosis. this through an investigation that started in 2021. contra costa health has identified 11 confirmed tb cases among people who have spent time in the casino from 2018 to 2023. and there's concern there may be more. we are using this opportunity tsay to spread information to those who might have been exposed so that they are able to access resources for testing and know what to do for the next steps to keep themselves healthy. cch has not identified a current or ongoing source of transmission at the casino and says the casino is not at fault for the at least 300 people who may have been exposed to people with active

now according to contra costa county health, they say they got the call for this just before 4:00 p.m., saying there was a flare-up here at the chevron refinery. now chevron did confirm this flare-up was taking place, and they sate was due to a loss of power at the facility. but i do want to point out that contra costa county public health says there is no public health advisory at this moment. now there was a community warning system level 1 that was issued as a result of all this. now what does this mean? this means that the impact was primarily on-site. so there wasn't much impact offsite. we didn't see much smoke here on the ground level. that's why it was considered a level 1. that's why there is no public health advisory at this point. now when we did show up, hazmat crews were arriving on the scene. we know they're going to be here. we're also told that the bay area air quality advisory, they're also will be on-site to investigate all this, because any time you have any type of flare-up of this magnitude here, they have to make sure the air quality is okay in richmond. so they'

it was just before 03:00pm when contra costa county fire received calls about a possible heir saw vapor release inside of this hobby lobby in antioch. people say the smell was similar to bear for pepper spray. fire crews do believe that is what it was inside of the store. there were about 7 people at that 70 people at the time. it was a combination of both employees and customers cut. costa county fire was unable to locate a canister inside of the store. this situation is no longer a hazmat situation. it will be handed over to police to see if they can determine exactly what was released and who released it. they don't have any suspects at this time. there were 3 people transported to the hospital for symptoms of eye and skin irritation or respiratory problems. i spoke to someone here who was inside at the time. he said he saw people coughing and eyes tearing up because of that release. they were all ultimately okay. it was just a momentary reaction to that pepper or bear spray that was released into the store. but like i said, it is back open. now people are able to go inside. hazmat s
