if a health care cooperative just starting up.. how hard would it be to compete with large insurance plans that now have 80 to 90% of the market in some places? "it's a tough question.. how to get those coops.. but it can be done with enough investment and expertise out there." the initial government investment into any coop would have to be in the billions of dollars... once the coop is able to attract members.. who pay premiums... it would then become self sustaining... and work just like an insurance company... but without the goal of making a profit. herb fisher believes cooperatives are a better deal for the government. i want to start with jim cooper. jim, i watched you over the years be the moderate democrat from the middle part of the country from tennessee and i watched the role you played back in '94 trying to craft a more moderate version of health care up against the clintons. i saw the clintons go down in terrible defeat. they lost dozens and dozens of house seats, as you know, in '94. they blew it. you could say. i watched ted kennedy blow it back in the '70s when nixon wanted to push through a complete employer an dait, a much more radical health care bill than we're even talking about now. democratic liberals keep saying we want it all, they keep losing it all. what's going to happen this time? >> i think we can get a good health reform bill done this year on the president's time table. i think this dispute over the public option really depends on how you define it. i think we can get a good public option through that even the u.s. senate would think is a good reform. but it's very important that we define it carefully so

so what's been done as to cooperation there? >> we've seen cooperation in the last year or two. we've seen the meritive initiative which is the largest from the united states. $1.4 billion over three years. and we also see a lot of day-to-day communication between u.s. forces and bureaucracies and the mexican bureaucracies >> if i were to ask you, well, what's the biggest challenge that still exists, say, between the u.s. and mexico? is it something we've discussed or more to it? >> you know the biggest challenge is the fact that we're so interconnected as countries that all of these issues are on the table and you can't just look at one in isolation. you can't just look at the economy, just look at health, just look at issues like climate change or just at security. they're all intertwined so solutions to each one are going to involve the other one and so thinking about it in its holistic way is really the biggest challenge. >> shannon o'neil, as always, thank you very much. >> my pleasure. >>> secretary of state hillary clinton continued her 11-day visit to africa today. in th
