victim of slavery in the south. testifying in the statehouse, he explained what he meant. here, we stand equal before the law. but i stand before you today a victim of violated rights. he was unable to visit the south like other white citizens could. his argument was simple, the constitution guaranteed citizens of one state that they would be guaranteed privilege of citizenship. as a free african-american in the 1850's, that was not the case. relatives insit south carolina, he would be enslaved. slavers in south carolina reduced his ability to equal rights in massachusetts. slavery, framed northern culture and politics well into the 19th century. it is easy to assume there is a hard line separating the north and south. that massachusetts was a totally free state after the american revolution. ll's observation confounds that assumption. it's true that northern political culture ultimately developed in ways that were more committed to freedom than the south. to some degree, the fact they were willing to do that is because they were worried about the ways southern slavery will be interfering with their life. that doesn't mean that slavery did not impact in real ways the economic and legal culture of states like massachusetts. i want to suggest the realities of slavery shaping active life in the 19th century. as i'm sure most of you know come massachusetts abolished slavery during the american revolution. the state constitution written by james adams and approved by voters of that commonwealth seemed to outlaw the institution. emancipation was made real through a series of lawsuits. one slave brought about a despot lawsuits before the supreme court. they declared that slavery was against the massachusetts state constitution. by 1790, the first federal census reported there was not a single enslaved person in massachusetts. this was of course part of a trend. during and after the revolution, voters and politicians in most of northern states interpreted the values of the american revolution contrary to slavery. these are some of the first governments in modern history that could be called democratic, and some of their first actions were to abolish slavery. as one historian argued, the american revolution constituted to that point the largest emancipation in modern history from later departure antislavery activity would follow. by the early 19th century the invention of the cotton gin gave rise to what scholars call second slavery. the expansion of slavery in the u.s. south intended to produce raw materials for the industrial revolution in europe and in the north. this reinvigorated southern slaveholders with more aggressive forms of proslavery politics in the south. by the 1830's, northern abolitionists and free african-americans were becoming aware that the ways these newly empowered southern slaveowners were having a hold on the social life of northern life even generations after being emancipated. first, economic. as many of you know, in the first part the 19th century, new england was the center of american industrialization, this is particularly the case in textiles. they were built around textile factories where white workers spun cotton picked by southern slaves. this directly linked the northern economy to slavery. consider an observation made by josiah quick. most of you have seen the statue. former mayor of boston. a change had come over the free states. in certain localities where cotton spinning and weaving became a source of wealth and political power. boston became identified with cotton spinning and weaving interest. is a fascinating figure. he had been a conservative federalist mayor of boston for a while, very establishment guy. a the late 80's he had rebirth as a radical critic of what happened in boston because of these links with southern slavery. you have the sense that my city, boston, is being lost because of this cotton wealth. , becauseboston itself it was awar where merchants who traded in cotton lived, they consistently voted against abolitionist politics well into the 1860's, while the rural parts were much more likely to support antislavery politics. that suggests the alliance -- the economic alliance between southern planters and northern textile makers have political consequences. many northern politicians abandoned their anti-slavery principles as the merchants they represented began to do so much business with southern planters. party, the most popular in massachusetts, began to be dominated by the cotton w hig party. the rise of textile production a wanderer through thee streets of boston by was less likely to hear someone 1820's talking about the rights of man like in the revolution and more likely to hear them discussing the price of cotton. a consequence of this is that it began to seem like the legal institutions and customs of slavery were coming north. l pointed out, northern blacks were unable to freely travel between the states. one of the central rights supposedly protected by the u.s. constitution. that wasn't all. northern african-americans could not easily travel abroad. the federal government controlled by southern slaveowners, was in charge of issuing passports. they refused to grant african-americans passports, because by doing so it might acknowledge the possibility of black citizenship. william wells brown, a fugitive slave intellectual, complained "after they degraded us, sold us, mobbed us, did everything in their power to oppress us, then if we wish to leave the country, the refuse us passports on the grounds we are not citizens." the legal power southern slaveowners have over boston african-americans was worse after the 1850 fugitive slave law, which further eroded the legal rights african-americans had. the cornerstone of american law was the presumption of innocence. in other words, one should be considered innocent of a crime of running away unless proven otherwise. slaves in the south did not have this presumption of innocence. the fugitive slave law brought the southern logic north into boston. it required instead that a free african-american prove their freedom. black citizens in the north begin caring proof of their emancipation, disturbingly similar to blacks in the south having to carry a pass. they eliminated the right of a trial by jury. slaveowners could deputize citizens to recapture freed slaves, similar to southern slave patrols. william brown concluded "we have no rights today in massachusetts." the abolitionist wendell phillips agreed. the result of senator charles sumner declaring that slavery is everywhere. there is no time to give a full account of the history of the antislavery movement, but it is worth considering the fact that many african-americans and white citizens in the north, the abolitionist movement was just about self protection as ending slavery in the south. thank you. [laughter] call and response. i want to thank the mass historical society, the museum of african-american history, and my fellow panelists for this timely and needed discussion. i'm looking to hear from the audience as well. on august 25, 1902, over 200 black bostonians met the mayor -- met the governor in the statehouse in boston. her daughter of the garden and i and a graduate or but you thought you a few days after rogers demanded payment, a fire destroyed the white men -- man's barn. over the next year, north carolina authorities used everything in their power to force massachusetts authorities to extradite riots -- rogers back to charlotte for trial. he told the crowd outside the state " let us be like walker, douglass and garrett, agitate, agitate, agitate." over 50 years before, during the 1850's, monroe's paternal relatives carried muskets in their wagons of wheat and other farm goods to help fugitive slaves from virginia and kentucky. back then, -- the 1850's digits laidlaw required on northerners assist in the policing and arrest of black people who fled from peculiar institutions. virginia isaacs grew up on this family farm and served as black resistance. she was surrounded by foremothers and were fathers of abolition. kerri: munro's father, james munro -- the lieutenant was born in slate in mississippi. he escaped to cincinnati as a child, attended abolitionist schools and enlisted in the massachusetts 54th -- he protested unequal pay and discrimination of black soldiers. his mother worked in the idea -- ohio river valley. his leadership in boston's black politics and his position as recorder of deeds in washington dc under the grover cleveland administration. during the summer of 1902, carter did not have to resort to the subversive techniques used by his mother's relatives in ohio. no longer could he rely on the political promise made to lieutenant's generation and northern white support for the southern negro. still, he relied on the same principles of black communities resistance, militant emigration and radical protest that fueled his parish animation. much like the massachusetts general colored association of 1820, that was organized in this very room by david walker and john hilton. the young men languish in that city jail. carter publicized the protective agency's plan to send representatives there. the result was a militant chain of black percent reminiscent of the crowd that gathered outside of the boston city courthouse during the slave wreckage of the 1850's. the racial protective agency was out visible that the charlotte observer reported on the number of nigro women that visited with has those in their pockets and bread in their bags. -- pistols in their pockets and bread in their bags. the community displays of solidarity require political protest to launch a radical reinterpretation of the laws that threatened rogers' expedition. in the 1930's, -- in 1902, white authorities and the general public argued that rogers had to be extradited to north carolina for his proper judgment. he used to the guardian to rally publicity in black communities across the region. throughout the summer of 1902, churches held protest rallies that amended the massachusetts governor and attorney general of review rogers's case. they attend copies of the extradition papers and planned to file on rogers's behalf but he placed it in the hands of his readers. he turned the weekly four-page into public appeals to racial fidelity as a form of political responsibility. every colored american must help her the expense after telling leaders to spend money to pay for the services, those who might be tempted to close the paper without making a donation were told in bold, red letters, the state of the negro race depends upon the result. the guardian makes itself responsible for this. every week, his name was -- contributor names were printed and what the donation was being used for. the guardian raised over $120 for rodgers'legal team. that is an impressive sum. most teams cost between $.50 and a dollar. justice to all is the end and aim of all government. limon much harder -- william used the guardian to rally support for rodgers. of course, just as loyal munr -- william never mentioned black radicalism to the attorney general, this was not one that existed in the atlantic world from which america descended in the 19 century. this did not rise until the 18th century. specifically, they described right was him as the antithesis to explain political change in a representative republic. it is the intake century transformation of britain's north american comic from his society -- from the society. the radicalism, both political and cultural was a byproduct of constant, unrelenting and resistance to enslavement and exploitation. if, as one scholar suggested, african america was born on the sea fromg ui -- from ginny -- guinea, the economic political status quo was present from the first time an african-american survived. -- since this should black radicalism across the north, people in boston, people from african descent sued for their freedom, created their own organizations to educate their community and support their community and support the most destitute and don't churches like the african meetinghouse where we set that provide the institutional support for the massachusetts general colored association. also, the freedom journal and northern racism. by the time black bostonians met in this very room to mobilize the rescue of this virginia fugitive, the legacies of 1619 were not abstract for the ever been men and women who demanded slavery and consecration of american utilitarianism. conservative backlash both in that time and his parents generation always seeks to undermine black radicalism's revolutionary potential. this conservative backlash resulted in southern secession, civil war and the eventual collapse of a radical reconstruction that's not revolutionary implementation of the country's founding principles. during trotter's time, there was covert support for rodgers' expedition. washington's involvement came after north carolina's governor wrote to the principal asking what he should do. there were at least done might -- at a stalemate. booker t. washington emerged as the most trusted liaison between white america and the millions of african-americans subrogated, disenfranchised and lynched in the confederacy. washington's correspondence with him represented the type of racial cooperation insisted that reconstruction was a failure and that negro suffrage was the biggest failure of all. just when he wrote washington asking for his personal opinion about the rogers case, they convert the north carolinian racial and political -- conveyed the north carolinian racial and political outlook. he sent two sheriffs if it is to kidnap rogers from the transition as he awaited transportation to boston for the long-awaited meeting with the attorney general. rogers was attempted -- convicted of -- sentenced to 15 years of solitary confinement. he died in 1906. the will rogers is an established lawyer munro trotter -- william munro trotter. there he is. also, black boston as the ideological heirs to the 19th century. it also lost for the birth of the radical national equal right leg, the niagara
