want to misinterpret what you said, but the whole point was that the reason why we got rid of the copay for services was because we knew there were seniors who would not go see a doctor if they had to pay 20%, and if they would see the doctor and it would cost the government 20%, we would save money because we have to pay for their emergency room care. the same is true here. in other words, you start taking, if you don't have the mandate and everybody in the insurance pool, we know that the cost of premiums goes down as the pool gets larger, and the reason companies discriminate and don't want people with preexisting conditions is because they cost more. the point is if you put everybody in, the cost comes down for the person, you know, who has the preexisting condition, and, you know, you get preventive care so hopefully you don't get sick and end up with a bad health condition. >> it's one whole. you're saying if we just did the preexisting piece and i'm healthy, i would just wait until i got sick for insurance? >> exactly, and my point is that if you -- you have to include everyone.
