leaves it up to state judges and things like that that what just happened in pennsylvania with judge corbetty finding out we won't have to use our voter i.d. but i was thinking about texas. you can use your gun permit, concealed weapon per met but not your student i.d. card. so what kind of sense does that make? so i'm hopeful this will help bridge a little bit of a gap. i see texas being the worst of the bunch in a lot of respects but they're all equally bad but can we find enough consensus to have it voted upon in the house? that's what i'm worried about. if we don't, i think what we're going see in 2014 is a lot more people being taken off the rolls and this won't get fixed by november 2014 which will make it very problematic. >> katon, this is where i have a question. if that is what -- if that's the issue, then i would be like well god bless the republicans because if people agree with you and you get your voters out. >> you get one more than they do. >> right. then that's what democracy is. but this is something different. this isn't about we go convince voters to be on our side. this

for example, in pennsylvania, corbett is trying to find this middle ground, particularly because it'sg medical state in pittsburgh and philadelphia and there is a lot of pressure on him to find the middle ground. my own view is once we pass the 2014 election, will you see a slew of states coming on because they want the money the 100% funding for medicaid. then i think across the end of the decade. you have to remember his reason is important here. it took until 17 years after the passage of medicaid for the last state to adopt medicaid, arizona. it will take some time. by the end of the decade, all states will do it. >> the other things we talk about john casich in ohio. he has a tea party primarily challenger this year, that will be a test of is that something is that will cause problems? does he prove it and say you will have 88% in your primary. i want to thank contributor dr. zeke emanuel, msnbc reporter for joining us today. remember that his tore ec break through president obama made with iran not long ago, is it in danger of being wrecked by our own congress? that's next. hey

when is he accountable for bad numbers, corbett? of this year, you'd have to start to see progress. the first thing is the c car. as you move through 2014 are you seeing efficiencies to work through and make investments and being more productive? eventually you have to have the revenues come back which will probably be as you get into 2015. >> okay. >> marty, really quickly. the stock has been down by as much as 3% in the last few minutes. how many investors are willing to take a long-term view and how many investors will be people looking at quarterly results and shorter term results? >> well, i think initially you'll have a reaction to the quarterly results, obviously that that's what we prepared for coming into the quarter, this this was going to be a bank that would disappoint, given their composition of revenues and what was being pressured in the market on the fixed income and mortgage side. after you hit that next bottom you start to look forward and say what could the profitability look like going forward? are they making pr
