we begin tonight with chief congressional correspondent nancy cordes on capitol hill. >> the republicaneader and i have come to an arrangement. >> reporter: it took 60 hours of strange negotiations and shuttle diplomacy just to get the government reopened. >> the yeas are 81. the nays are 18. >> reporter: the grand bargain: a bill to fund the government for two and a half weeks and a first-time promise from g.o.p. leader mitch mcconnell that thereafter he would put a bill protecting so-called dreamers up for debate and a vote. >> so i'm glad we've gotten past that. >> reporter: 16 progressive senators, including several presidential hopefuls, wanted to hold out for more. california democrat kamala harris said mcconnell's vow fell far short of an ironclad guarantee. >> to my mind they got nothing to show for that. >> closed due to government shut down. >> reporter: but with many landmarks shuttered and hundreds of thousands of workers furloughed, most lawmakers said the offer was good enough. >> there's no way the democrats caved. i think democrats got a better deal than people expected.

here's chief congressional correspondent nancy cordes. >> reporter: as the clock ticked down today, protesters took aim at congressional paralysis, and the white house took aim at the senate's top democrat. >> o.expsmed b. is preparing for what we're calling the schumer shutdown. >> reporter: but as stalemate wore on, the president summoned schumer to the white house for what he later called an excellent meeting. schumer was more cautious. >> we made some progress, but we still have a good number of disagreements. >> reporter: the main disagreement: how to replace the daca program, which protects nearly 700,000 immigrant dreamers from deportation. >> these young people are in a hurry to find out whether or not they have a life. that's what it comes down to. >> reporter: the president plans to terminate daca in march and says any legislative fix must be paired with tough immigration reforms, but the list keeps changing. >> we're interested in what his views are, and those have not been made fully apparent yet. >> reporter: the irony underlying this fight is that both sides overwhelmingly suppor
