mitch mcconnell and john cornyn, the senate campaign chief, said it would probably take two cycles. look at 2012 -- the real difficulty for democrats in the senate is that more than 20 democrats will be up compared to only 10 republicans. mitch mcconnell is not the majority leader right now, but he could be in two years. they made a significant step last night. mitch mcconnell when we interviewed him earlier, he said president obama did not call me very much. now he will have to be talking to be a lot more. host: a couple of the senators elected yesterday will be sworn in right away because they are replacements. marco rubio in florida. how is this going to affect the november 15 week of lame duck sessions? guest: it will change the numbers, but i do not think it will change the dynamics. the big issue is tax cuts. democrats are really trying to pick up the pieces, and there will be a lot of finger-pointing in the next few weeks. republicans said let's not do any major legislation unless a must-pass. for the democrats to try to come back and pass the president's house tax plan inste

the other side of the cornyn is that medicare -- the other side of the coin is that medicare costs have gone up a lot over time. one could try to reduce the increases we see in the medicare program. the affordable care act, which just got enacted, did reduce the growth rate in medicare by about 1.3 percentage points for he per beneficiary per year. what benefits were improved, the expenditure level souls were actually reduced. -- while benefits were improved, the expenditure level was actually reduced. it does point that perhaps social security should be strengthened and at the same time, we really work to reduce medicare expenditures while increasing the quality of benefits that the elderly receive from the medicare program. >> go ahead. yes. >> you are talking about increasing the retirement age even further. now, senator cornyn introduced the health care bureaucrats elimination act. it repeals the health care law's independent payment advisory board. this bill would remove the unelected, unaccountable bureaucrats from their position of making medicare payment and reimbursement decisions. now, senator enzi, he offered the grandfather regulation resolution of disapproval. this resolution overturns a new obama administration health care law regulation. president obama repeatedly promised if you like what you have you can keep it. this so-called grandfather regulation breaks that promise. the new regulation was supposed to spare businesses already providing health insurance to their workers many of the higher costs of new mandates imposed by the health care law. well if businesses lose this so-called grandfathered status, then they will be required, required to comply with all the new insurance mandates in the law. this includes requirements to offer a federal minimum benefits package and to waive copays for certain services. this will force our small businesses to c
