peace corps. i don't know if you sauted but what the committee did in strengthening this provision of the bill, the new rwanda president wrote a piece, the president of the republic of rwanda, and i'll just paraphrase parts of his letter. we view the return of the peace corps as a significant event in rwanda's recovery. these young men and women represent what is good about america. i have met former volunteers who have run major aid programs here, invested in our businesses, and even count them among my friends and close advisors. he goes on to say, while some consider development mostly in terms of infusion of capital, budgets, and head counts, we in rwanda place equal importance on relationships between peoples who have a passion to learn from one another, preparing the next generation of teachers, administrators, and c.e.o.'s to see the exchange of values and ideas as the way to build competencies of our people and to create prosperous nation. we will do this because we see the only investment

the pharmacy and nursing corps face similar workforce shortages.so given this need, the creation of this public health sciences track has been strongly endorsed by the commissioned officers association of the u.s. public health service. and this committee, senator kennedy has received a letter from former surgeon general c. everett coop urging us to include this provision in the health reform package. i introduce this bill, or these provisions as a free-standing bill earlier this year, several months ago. students in the public health see sciences track will receive a tuition stipend. they're accepted as commissioned corps officers with a two-year service commitment or each year of school, the cost is covered by the pipeline. it's analogous to what the department of defense reserve officer training corps has done for decades in preparing students to become military officers. i would urge my colleagues to support the amendment. >> is there further discussion on the bingaman amendment? >> mr. chairman, i just want a minute to scan through it. >> cert

i'm talking now beyond just the marine corps' area of operations. ours for the most part in the south is high dedsert. there are some mountain ranges that start to appear in the northern portions of our sector in the south of afghanistan. the terrain up in r.c. east is incredible. there's nothing in our country you can compare it to. we flew over the rocky mountains from a recent trip to california. it may start to get close, but it does not equate to sheer granite mountains that rise up at 90 degrees to the surface of the earth. and go to 12,000 or 13,000 feet. so it's incredibly rough the rain up there. that's causing us to adapt our tactics and recovery, our medevac capability, those types to have things, as you might anticipate. i think that's probably the first thing. the second thing, i think, is probably just the cultural itself. different language, different tribal affiliations, if you will. the tribes in iraq, i believe, had more centralized kinds of structure, decision making resting in the hands of a few sheikhs than what we're experienci

that's what the corps offer this is nation, that opportunity for forcible entry. we're not doing cold weather train, mountain training only by exception, jungle training only if you're assigned by ock gnaw what, we're not doing combined arms training like we used to. we believe in the capacity of a marine ground task force. it's core competency is maneuvering upon its own fires. we used to do 10 of those a year, today we do none. we've got to get back some of that 14 months out there with the opportunity to put those young marines joining nuss record numbers into that type of training to build their conferred and their competence, les we be called to go someplace else for another kind of conflict. lastly, a shot or two on the q.d.r., it is an ongoing process. it is happening even as we speak. the secretary of defense wants to build a balanced kivende of military for the -- a balanced kind of military for the future, not knowing what the challenges will be out there. we believe we're close to what he's trying to create today in the department. that's not to say we

i've talked with a lot of people from the frontier corps, and they say, we're going to get back to the roj. we're going to restrengthen the power of the political agent. we're going to get the frontier scouts working again. we're going to fix the tribal structure and go back to the old ways. i'm not sure that's right. i think it was probably a bankrupt structure any way. the reason the british created that system was not because they wanted a well administered portion of what was india. it was to create a hedge if the russians decided to invade. i think we need to go back to a grassroots and saying, what do we need to achieve in northwest pakistan that's going to lead to a cessation of violence. a very radical leader who's ba-ja sat with me why don't you have elections. let the political parties operate in the fatah. let us hold local elections. whoever gets elected can run the place. it'll be like the rest of pakistan. why do you treat us like an internal colony? and, of course, the standard american response to that is, if we do that, the radicals will get elected and then the radica

when i say air power rod, i mean air power route across the marine corps, the navy and the air force, so this is not a diatribe against the air force. i just want you to know that. what i am saying here applies in full force to the other services, so think of this as purple what. the roots of the rock are very simple and plain. at the top of the list, they're very closely interrelated. these are not independent problems. but you really have to focus on the question, before world war ii and american air power, we have always focused on the wrong mission and we have done that for a number of bureaucratic reasons and incentive reasons. we have focused purely on the idea of strategic bombing, which is dominated by the theology of an italian general from world war run -- world war i who wrote the seminal book on bombing. he presented his theory which the u.s. air force jumped on with glee and has adhered to ever since, the idea that by simply bombing the enemy, you could win wars without any land forces at all. that is an appalling lease to the idea and you will see why as we go through th

a little town across from harrisburg, the biggest steel corp. in the world has a plant that builds railroad tracks, it has 400 workers. with $13 billion investment, they intend to increase, double or triple the size of their work force. tgv, the french rail system, is run by a company called national rail company sncf. they employ a thousand people in good paying jobs. just imagine the number of jobs, permanent jobs in this system, as well as all of the construction jobs and orders for the factories in building the system itself. if we are going to do this, we have to do it right and we have to do it in scale. i know what senator thune said, $13 billion is a lot of money but in another sense it is a small amount of money to do what needs to be done. to build high-speed rail on the california coast is expected to be a $45 billion cost factor. to build a high-speed train from philadelphia to pittsburgh which would link the mid-atlantic to the midwest would cost between $20 billion, and $25 billion. a couple months, a couple weeks ago, vice-preside

i'm particularly pleased with the increased funding authorization for the peace corps. enabling a dramatic expansion in the number of volunteers and countries served. peace corps volunteers exemplify our national commitment to improving the world, devoting their lives to helping the world's poorest people build communities and lift themselves out of poverty. as one of our nation's most treasured and effective international programs, we must ensure that it attracts top quality volunteers and can reach into the farthest corners of the world. improvements in refugee and migration assistance are critical part of this legislation. the united states has a long history of commitment to humanitarian issues, and this bill authorizes the funds necessary to improve resources and programs to effectively help families and reunite and resettle. i fully support section 235 relating to iraq refugees whom the united states has a special obligation to help. there are more than 4.7 million iraqis currently displaced within their own country and in neighboring states. sadly, however, this

i once read the national health service corps. today i am a professor of health policy at george washington university. this bill comes with context. i want to give some workforce context quickly. in the united states, we have large numbers of health professionals and physicians. we have an adequate number of positions. we need to " the physicians at the population grows. -- we need to grow the positions as the population grows. rural areas and poor areas have trouble with physicians and nurses and other health workers. one of three physicians in the united states inches -- is in primary care. the commitment to primary-care is flagging in the pipeline. evidence suggests that primary care is associated with better outcomes and less cost. nurse practitioners and physician assistants are important components of our work force today. they need to be grown as this bill suggests they do. in terms of the context, we do very little planning. we have a large help work force. we do little down stream planning. we need to put more brainpower

the cable that the secretary ascending to diplomatic corps is here in the united states, it is a marker as not just a continuation of the commitment of the bush administration to fighting in the trafficking in modern slavery, but in anticipation -- but an intensification of the obama administration. i think it's something that those of us who work in the field whether it is here in the state department, people like myself web and federal prosecutors and investigators working with the ngo's, that is something we're seeing a positive response to. as far as the counter trafficking response, i would like to leave you with two things. one of which is the notion that because we are in a time of economic crisis, guest workers are particularly vulnerable because of the way in which recruitment is often done. we see a problem in the worker programs

what is the islamic revolutionary guard corps, the irgc as well as the regular army. this irgc have an army, navy and air force. they have an overlapping missions. there are other parts of the force structure, the intelligence services, the law enforcement services and then within the islamic revolutionary guard corps, the quds force which is used mainly for a training and advising militia overseas and then the basij militia which is also part of the irgc but part of this 5 million or sometimes called a 10 million man army that will take up arms in case of invasion. but the main point here is that there are a number of overlapping missions and while this works very well as a way of coup proven and it is difficult as far as integration of the forces and these different components of our competitive with one another especially over resources so the question is are these doctrine of themes being incorporated in the capabilities that one season iran and someone is definitely, yes,. certainly in the exercises the parades and the official statements that go with that in sta
