monk, who enlisted in the united states marine corps in november of 1968 at the age of 20. went to paris island. served in vietnam. from july until november of 1969. where he was barraged by mortar fire, attacked by guerrillas, gassed, subject to rifle fire. he received a high proficiency rating for his conduct and performance on the field, and some months after leaving vietnam began to suffer from anxiety attack, flashbacks, insomnia, symptoms that we now know are associated with posttraumatic stress, but of course post traumatic stress was not even diagnosed until 1980. was involved in al ter -- altercations, other incidents that led to his confinement to the bringing and he was given a choice to leave the military with an other than honorable discharge. and he chose to do so. in that year when he received that discharge, his condition was unrecognized, but of course now would be recognized as such thanks to the changes in policy. and i commend them and i know that general dempsey, you have been instrumental in achieving them, and secretary hagel, thank you for endorsing

recognizing on february 24th, 2014 peace corps announced that all peace corps volunteers in ukraine are safe and accounted for but had to be evacuated and rounded up and evacuated. peace corps had been work in ukraine since 1992 under agreement brokered by president george bush and the former ukrainian president. to date, 2740 american volunteers lived and worked in ukraine, fostering competitive, collaborative, croptive spirit between our two countries. fostering foreign exchange of information and best teaching practices. social economic development working in tandem ukrainian communities, assisting local institutions fostering cooperation between non-ngo government entities and private enterprises. most importantly for me, mr. chairman, peace corps volunteer alex kaplan, native of my district, one of many americans evacuated from ukraine within the last two weeks as the crisis escalated. he was teaching secondary education at a local school as well as volunteering at local animal, homeless shelter and several language clubs. he talked in recent article, interview about the strong bon

the marine corp, and the army and other branches of service are superb at doing that. so yes, there are some who come into the military that are wounded. and i think that even ron and his group talked about how to screen for those folks and how to help them out. i think that was in the first paragraph of this discussion, but i guess i don't want anyone to go away from this program thinking, boy, our current military is a mess. they had all of these problems, and then they ended up being in the military. this is the finest fighting force we have ever had ever in our country and in the world, i would say, and we have asked more of these young men and women than we have in any other generation, including world war ii. so it's time for us, yes, to recognize that there are flaws and difficulties, but it's time to step up and to do what we should be doing for these young men and women and their families. even though there has been a lot of money that has gone into this, we're still very very short on that mark. >> what we should do to protect these men and women. we're going
