job corps did not place procedures in place to monitor the cards, nor did job corps monitor the use of the cards. reviewed the use of government issued travel cards to pay for student travel. job corps centers were retried to use a government travel card in order to obtain contracted airfares. we found many instances where cards were canceled or suspended because job corps had not insured that the card accounts were paid. when they were unable to use their government travel cards, a were forced to print -- purchase commercial travel. over 400,000orps dollars, the cost savings lost from paying commercial airfares. as a result of the audit, we made several recommendations for job corps to improve internal controls, processes and oversight. we recommend a job corps take corrective action to ensure that government travel cards are not suspended or canceled. the department responded it has taken steps to address these issues and will take additional actions to improve the oversight. the department stated it has eliminated the use of the prepaid debit cards. it is important the job corps ens

job corps pays for initial visit, transfers and breaks. the department referred allegations it received related to misuse of debit cards at one of its centers. we conducted an audit to see if -- were allowable. in may of 2009, job corps centers began issuing prepaid debit cards to students rather than cash so students could pay for checked baggage charges during travel. job corps later expanded to pay for student meals while in transit. during our audit, we reviewed the cards with a total value of $600,000 to determine whether they complied with federal travel rules. we found 35% of the cards were used to purchase items such as consumer electronic, clothing and various online purchases. these improper purchases occurred at 98 of the 104 centers reviewed. at the miami center alone, over 1800 cards were used to make improper purchases totalling more than 96,0$96,000. the operator at the miami center generally agreed ang ed and ter two employees. job corps and other centers acknowledged that -- to make more than 6,000 improper purchases. howe

i talked about the corps of engineers. they were responsible for unwatering the tunnels in new york. the support they provided 6 million meals, tongues of other equipment, blankets, cot all the critical care capability needed for folks in those situations. we also provided temporarily housing for some displaced people on military installations. and we just recently did that for hhs, for the uncompanied children come to the border. we house nearly 8,000 children on a military installation over the last couple of months. i've gotten to this point without talking about any military people per se. what i've talked about is the agencies and the capabilities of the department. we also have as you know northcom which is an operational command and had about 4,000 military people in title 10 status. for the first sometime we had personnel available to respond to this event. of course, the national guard as always responded with nearly 8,000 national guardsmen from over 19 states through their emac capability. supporting that is ano

we need a combat advisor corps. we need 15,000 americans to stay in afghanistan just like in iraq for the next 20 years. for the americans who think that is not a wise investment, if ground is important enough for americans to bleed to take to establish a better government, it's important for us to stay there. more than 65 years after wwii, we are still in japan, italy, and germany. 60 years after the korean war, we are still in korea. we are still in the balkans. when americans fight a war, it's important for us to stay there. a mistake we learned after the first world war. the vehicles you describe that isis controls and owns come from a number of places. some of those are captured from iraq units or supplied by iran. what is happening in the middle east right now is a proxy war between the sunnis and shia being fought in a number of different countries. none of those places more virulent than syria and iraq. isis is reasonably well-trained and equipped. current iraqi forces are not given leadership with the intel
