where is the corps on that? major general spellmon: we had the opportunity to brief both the general, secretary james and a doctor. we walked them through the early stages of a mission analysis, what are the limitations and constraints, what are some of the legislation that would have to be changed in order to implement this particular proposal. what i shared with all three including the doctor, after walking him through the six major bodies of legislation that has to be changed, we do not think it would be wise to separate water management to federal agencies. the eight project purposes in many cases that congress asked us to achieve with water above and below our projects, those decisions ought to remain in one agency. the second concern that we outlined to our leadership was the loss of the civil works work force and the impact to the department of defense. sir, you know there are 22,900 civil works employees in the corps and do much more than civil works. so today, you have so today you have them modernizing

army corps determined there appears to be some there there. let's proceed but also look at a bigger program, probably more suited in terms of scale. so we did those two things in parallel. just a couple months ago we were awarded a scarce new start appropriation, the first slug of money you get for one of these things which is typically a multi-year source of funding that indicates federal commitment. we are excited about that. they are extremely scarce. only six awarded nationwide last year, only two that were flood studies so we were one of two, the previous year there was zero. so we are feeling very fortunate about this. what does that mean? it's a four-step process, you have to get authorization from congress to ask for money for a study and you have to ask for money for the study and get authorized by congress to build something and ask for money to go build something. so a four-step process. we were lucky enough to tap into the first part from 1996 that covered the bay. moving on, step 2 is to actually conduct the study with the court.

marine corps fighting in this area. having said that, sometimes there were marines who came from massachusetts. second lieutenant thomas w. ashley. a young guy. he was actually killed pretty early in the battle for hill 142. he was a member of the regiment that took what is essentially the northern part of the battlefield of belleau wood. he would have never seen belleau wood close-up, because he didn't live long enough to get there. but he was killed taking out one of the german machine guns there on hill 142. it's not just belleau wood. the marine corps fought there, at the farm, and that the first battle in june. >> do you know when they came here to the cemetery? it was before the cemetery was dedicated, right? the goldstar families. >> yes. the goldstar pilgrimage is a part of history that doesn't get all the play it deserves. the u.s. government gave the family of the fallen the choice to bring their loved ones home. for those who chose to leave them overseas, they were given the choice to come over in the early 1
