so the corrections officers in each facility are reacting to department of corrections policies and procedures. >> sure enough. so why wasn't the department of corrections doing this until now? >> well, look the thing that we constantly have to keep in focus is that these facilities are very dangerous facilities. assaults are up even though prison population is down by over 20,000 over the last ten years. assaults are up at a pace for record setting in 2015. these are still very dangerous places mostly because the people that remain even though the population is down by 20,000 many of those that remain are the most violent. so the policies have been designed in the past to try to control the population so that the population is under control, which is why, for instance you have the outer block. that was not a reflection of how the inmates reacted on the outside. the outer block was incentive to get them to act appropriately on the inside. now the department has decided to change the policies. the correctional officers that i represent are very happy to see this. these are hard working men and

i'm standing yards away from the clinton correctional facility where richard matt and david sweat broke out of. it is the first time anyone has escaped from this maximum security facility since it opened back in the mid 1800s. that bold escape was just the beginning of a story that is almost too twisted to believe. involving murder, in a minute lags and sex. before the sun began to rise over dannemora, they were gone. it was carried out by two very dangerous men. >> on a scale of 1-10, they're a 10 dangerous wild animal. >> reporter: the prisoners had adjoining cells here at clinton correctional facility. the two were last seen friday night. june 5th, around 10:30 p.m. during what is called a standing count. where they showed themselves standing inside the cells. just hours later. a shocking discovery. that would leave prison guards shaking their heads. law enforcement on high alert. and this small upstate new york community, terrified. >> this is a very elaborate plan. determining exactly what happened. what happened would take time to piece together. all authorities knew at this point

it was easier to break out of the correctional facility than anyone could have imagined. sweat detailing that he and his accomplice used hacksaws to get out of their jail cells and cut into the piping that they were able to slip in and out of their cells at whim. they made it to an underground passage way and they found a sledgehammer left behind by a construction worker. they used that hammer to get further out. they were able to do a dry run. getting into one manhole. rejecting that manhole thinking it was too close to houses. the next day, making the real run into a manhole popping out of a manhole that was less populated. also sweat detailed that he was the mastermind it was joyce mitchell who had the idea of killing her husband. mitchell's attorney saying that simply is not true. mitchell did not pick up the men so they tried to flee on foot to canada. sweat telling authorities, he had a number of close calls. he was hiding in a tree as an officer walked right by him. he remains in the hospital this morning. he is under heavy guard from what the hospital tells us. he

sweat was free for tunnels under the correctional facility. he would go down to the tunnel after the last head count of the night and return first in the morning. he started chipping away at the concrete wall of the prison using a sledgehammer and hand tools. he caught a lucky break. they turned off the steam to the steam pipe that was providing heat to the prison on may 4th. he was able to short circuit the process basically by cutting through the steam pipe with a hacksaw. they hit a sewer pipe at one point. they thought they could get through that ala "shaw shank redemption." the two joked about the fact that "the shawshank redemption" character took 20 years to escape from that prison and it took them shorter. there was the question of who was the mastermind. richard matt escaped twice before. it was assumed he was the mastermind. it was in fact david sweat. the planning started in january 2015 when sweat was moved next to matt's cell. he cut a hole in his cell first and into matt's cell. another inmate at one point heard the sawing and as

sweat was free for months under the tunnels under the clinton correctional facility. at 11:30 p.m.fter the last head count, he with go down into the tunnels and come back up at 5:30 a.m. before the first head count. he would chip away at the concrete walls using a sledgehammer and hand tools. he caught a lucky break. they turned off the steam to the steam pipe providing heat to the prison on may 4th. he was able to short circuit by cutting through the steam pipe with a hacksaw. it took him over a month to do it. also interesting, they hit a sewer pipe at one point. they thought they could escape through that ala "the shawshank redemption." that is how the character in the movie did that. one other detail the two joked how "the shawshank redemption" character took 20 years to escape from that prison and it took them 10. there was question who was the mastermind. matt escaped twice before. once successfully. it was assumed he was the mastermind. investigators saying it was david sweat. the planning started in earnest in january of 2015 when sweat was moved next to matt's cell. he cut

revealing key details about just how security broke down at clinton correctional facility in upstate,ew york. sweat says he and richard matt actually practiced their escape the night before they broke out of prison. he says they reached a manhole but decided it was not isolated enough. so they picked a different manhole on the night of the real escape. following this for us with all of the new details is national correspondent jason carroll. >> reporter: david sweat's condition has been upgraded to fair and he is telling investigators a lot, filling in many details about the escape, telling investigators that he was the, quote/unquote, mastermind of the whole escape plan and that falls in step from what we are hearing from a source who tells me that david sweat had a reputation at the prison of being somewhat technically minded and the smarter of the two. he also said they did a dry run the night before and they had been planning this up to six months. they only used those hacksaw blades to cut a hole in the prison wall and through a pipe to lead them to freedom. he also talked about
