msnbc's cori coffin is in miami beach with more. cori?reporter: geoff, it would seem that party goers here in miami beach got the message with no incidents reported last night as the curfew went into effect for a second weekend. however, spring breakers in general are not staying home. the tsa is reporting record travel numbers. now, if you look from this time last year where the numbers are now, you can see a 400% increase. in fact the tsa reporting 1.5 million travelers on one particular record-breaking day this past week. experts do believe those numbers could be broken this weekend. and what we're seeing, geoff, is a direct correlation between the rise in travel and the rise in cases. cdc's director saying nationwide they're seeing about a 7% increase overall. we listened to dr. fauci speak on cbs news this morning about how all of these factors are mixing together for a very dangerous cocktail. listen to what he said. >> it is not completely the variants. what we're likely seeing is because of things like spring break and pulling bac

cory, the sit's curfew just ended. was it successful by what you saw? >> reporter: as far as we know, everything was put into place correctly. there was fear that the crowds would move north because the actual curfew was part of the south beach, the art deco entertainment district, not part of south beach. there were crowds moving north, but certainly not as chaotic as it has been in the days past which has led the city to enact such extreme measures. let's give you a rundown of what exactly happened in miami beach and all the measures they put in place with the state of emergency. this state of emergency meant that the crowds you saw over the last few days, the violence, all of that had to end at 8:00 p.m. last night. folks had to either be inside their hotel rooms or leave. they had to be off the streets, and businesses, restaurants, those sorts of things had to close. the main causeways that led into miami beach, three of them were closed at 9:00 p.m. the causeway traffic lifted at 5:00 a.m. and curfew lifted at 6:00 a.m. the city is going to re-eval

now we know representative karen bass in the house, a democrat, has been talking with both senator coryer, a democrat, but also senator tim scott, a republican, trying to build consensus around this bill to see what they can get done in the senate. again, this faces that 60-vote threshold to avoid a filibuster. here's what's in this bill. it's banning chokeholds at the federal level. it creates a national registry of police misconduct. it bans racial and religious profiling. it overhauls qualified immunity and bans no-knock warrants in federal drug cases. there's so much more to this bill but just to give you the broad strokes, you can see what it's trying to achieve there. now we look to the senate. we look to see if there is go bipartisan leeway. we know those talks are ongoing. >> cory booker and tim scott seem to be indicating that there is a place to meet in the middle here. even on something like qualified immunity. so maybe they'll work together. thanks, jess. >>> this morning, fulton county prosecutors are expected to appear before a grand jury in the next step into former presi

cory, good morning to you. what you are seeing down there? >> good morning.city might as well be a 24-hour city at least during spring break. crowds linger long into the night and start early in the morning. the mayor says this is coming to a breaking point. he said an influx of hundreds of thousands of people led to more crowds, more violence, more arrest and a deadly shooting this week. they responded with more police patrols out here. some closed streets and we know of at least one iconic longstanding restaurant that has chosen voluntarily to close their doors during the height of spring break to keep staffers safe. they cite safety concerns and covid concerns over the growing crowds. we also know as miami beach is trying to keep their crowds down as much as possible, other cities around florida like just to the north in fort lauderdale, they're encouraging the crowds and trying to boost their economy. governor desantis defended his aggressive reopening strategy. he says it's worth the risk and it paid off. listen. >> the fact is our revenues are coming in

cori coffin has the latest from miami beach. >> reporter: alicia, a curfew for miami beach for night effect at 8:00 p.m. let's show you video from what happened last night on night one. police are especially worried that things will descend into chaos as they did last night, as police were trying to disperse the massive crowd that insisted on saying past curfew last night. at one point pepper balls were dispersed into the crowd. black community leaders are calling the police department's response excessive. the chairman of miami-dade's black affairs advisory committee tells "the miami herald" i was very disappointed. i think when there are young black people on south beach, the response is oh, my god, we have to do anything. they are conducting an internal investigation into what happened last night but police officers say the crowds were charging at them and that's why they fired the pepper balls. these emergency orders come after days of excessive crowds flocking into miami beach not only causing issues with coronavirus safety concerns but also oftentimes becoming violent at night.

. >> all right, i want to bring in msnbc's cori coffin in miami beach who was taking a listen to that activity is chief douglas hudson, he works out of the galveston county sheriff's office. cori, i do want to start with you because we just heard from the mayor of miami beach talking about some of this curfews put in place. how do they plan on instituting these curfews and paint the picture as to how the mayor sees the situation there right now. >> reporter: yeah, they had to declare a state of emergency here in the city of miami beach, yasmin, in order to enact these fairly extreme measures and here's what they said about the curfews. the 8:00 p.m. curfew for the main party district, if you will, it will have to be closures of the actual street, closures of the business, and the businesses that are operating on the street such as cafes. people will start to have to clear out of those by 7:00 p.m. in order to get the businesses closed by 8:00 p.m. closed by 8:00 p.m. but it means people who are already staying in hotels here can continue to stay. they just are advise today stay within

msnbc's cory coughlin is in miami beach. good morning to you.well as local officials, were worried about what was going to happen right now. it appears to be playing out just as they thought. >> reporter: yeah, if not worse. hundreds of arrests already reported, kendis. i am told by locals that this isn't anything new. this has been this case for spring break here in miami beach in years past, but they did expect to be a little bit tamped down because of the pandemic and it's really just not coming to fruition. it really is the same amounts of crowds. the mayor of miami beach described hundreds of thousands of crowds coming in. this means not only a safety question for covid, but also more violence, more arrests, even a deadly shooting this past week, which has led the mayor to say this situation is becoming quickly untenable. they do not have enough officers out here. they have asked neighboring cities for more helpful they brought in more patrols, closed down some of the roads here. we know of at least one well established restaurant out here

let's bring in corie coughman. chaos is one word when i use to describe what you saw there, but let me ask from a covid perspective, what do you see in terms of a rise in cases. anything notable? >> there is a concern that this will end up being one of the hot spots that people take their travel to these other states when they go back home and continue to spread this. we haven't seen the numbers just yet, alex, and there is a concern two to three weeks from now. there have been weeks of heightened crowds and the second weekend of the curfew enacted in miami beach. a national look here, more than half of the states in this country right now are seeing an increase in coronavirus cases. in fact, as you mentioned, there are a handful of them. more than 25% including connecticut, north dakota, west virginia, minnesota and others. the cdc director says on average the national rise in cases is about 7% and this is a clear indication that we are possibly on the brink of this fourth wave. listen to how she describes this pr
